U-lock mystery

Why are there always so many abandoned U-locks locked to bike racks?

I assume they result from abandoned or stolen bikes or lost keys. It
should be difficult to remove U-locks using a cutting torch or
abrasive saw. Why would campus police or whomever damage the bike and
leave the U-lock?

I have always thought that it would be a good idea to leave the lock there if that's where I always park my bike because then I wouldn't have to lug the lock around everywhere with me. I wonder if that's what some of the locks are...

I have seen a lot of people leave in the evening and leave their U-Lock behind. Likewise I have seen a lot of arrivals who pull out keys and open locks that are hanging all over the racks, and use them. My guess is that it is a convenience issue, or laziness, or economical, or territorial, etc.
