Laptops in libraries...

The libraries are your best bet. I'm sure there are other active jacks but
I couldn't tell you exactly were they were. The libraries are the only
people I recall asking for jacks to be installed specifically for the use
of laptops. Also check with your department; they may have a study area
with an ethernet jack.
