Hello Again -
If the IE4 program did not completely install there is no safe
method for uninstalling the product by hand. IE4 is so large, 30-40MB in
size, and updates so many System files and components that there is no way
to know what files have been added, replaced, updated, etc. If you have a
program that monitors installs and then creates a report you could use that
to get rid of a big piece of what IE is installing. One such program is
called CleanSweep. Still, if the installer fails in mid install a program
like CleanSweep might fail to note what had been installed.
If the IE4 installer is failing at the point where it asks you to
enter the installation directory, then nothing should have been installed
on your machine as of yet.
It sounds like you are running the IE4 installer directly from your
hard drive. You could try coping the install folder again from Public in
case something was corrupted during the copy process. Here is where the
folders are located on Public:

Software
Network Software
MS Internet Explorer 4.0

Then choose either "IE 4.01 SP1 (Browser Only)" or the "IE 4.01 SP1 (Full)"
folders. The Browser Only folder has 24 files in it and the Full folder
has 38 files - make sure that all the files have been copied over.
I just tested the installer on my machine and it worked. We have
seen the IE 4 installers fail in all sorts of ways on many different
machines. Microsoft has simply written a terrible installer. I know that
is not helpful, but it may explain why you are having a hard time getting
it to run. After spending this summer working with the IE4 and Netscape 4
installers, and seeing the incredibly huge amount of stuff that the IE4
installer changes, updates and adds to a system I've greatly lowered my
expectations of what to expect when installing IE4.
If you have just tried the Browser or Full installer try the other.
In the Full installer you can choose to just install the Browser and a few
other components (i.e., it is the same as the Browser only install in this
case).
Try recopying the files and attempt to run both installers. Let us
know if the install is still failing and how. We'll see if there is
anything else to try. As a last resort you can all Microsoft for help.
They offer no free support. You can call 1-800-936-5700 for IE4 support.
The cost is $35.00 per incident.
Finally, Microsoft does have a technical paper available on the Web
on receiving a "Network is busy" error message during installation. I have
included this below. You can access such information by going to
http://www.microsoft.com/support/ and clicking on "Support Online" - You
will need to fill out a questionnaire, but then you have access to the
Microsoft Knowledge Base with thousands of technical articles that
Microsoft technicians use when answering questions over the phone.

SYMPTOMS

When you attempt to install Internet Explorer 4.0 from the Internet
or from a CD-ROM (Commemorative, 1-800, or Plus), you may receive one of
the following error messages when you select a
download location from which to install Internet Explorer:

Setup could not retrieve the information needed for the
installation.

The network is probably busy. Please run Setup again later.
Setup was unable to download information about available
installation sites. Setup may have been unable to migrate your current
proxy settings. Click the advanced button if you know
your proxy settings. The network may be busy, you can retry
now or if you continue having this problem, please try setup at a later
time.

CAUSE

This error message can occur for any of the following reasons:

Your computer has no disk drives marked as "fixed."
The server to which you are trying to connect may be too busy.
There may be a problem with security features on your computer.
You are attempting to install the Intel-based version of
Internet Explorer for Windows 95 or Windows NT 4.0 on a DEC Alpha computer
with FX/32 enabled.

RESOLUTION

To resolve this issue, use one of the following methods:

Verify that the disk drive to which you are installing
Internet Explorer is not marked as removable. To do so, follow these steps:

1. Click Start, point to Settings, and then click Control Panel.

2. Double-click System.

3. On the Device Manager tab, click the disk drive to which
you are

installing Internet Explorer, and then click Properties.

4. On the Settings tab, verify that the Removable check box is
not

selected.

5. Click OK, and then click OK again.

NOTE: Some laptop computers contain only a single removable
hard disk. If you follow these steps, Windows 95 may start only in Safe
mode. To resolve this behavior, follow the steps
again, but in step 4, click the Removable check box to select it.
Disconnect from the server, and try to run the Active Setup
Wizard again at an "off-peak" time, such as late at night or early in the
morning when the server is not as busy.
If you suspect a possible problem with the security features
on your computer, follow these steps:

1. Click Start, point to Find, and then click Files Or Folders.

2. In the Named box, type "wintrust.dll" (without quotation
marks),

and then click Find Now.

3. In the list of found files, right-click the Wintrust.dll
file in

the Windows\System folder, and then click Rename.

4. Rename the Wintrust.dll file to Wintrust.old.

5. Close the Find All Files dialog box.

6. Restart your computer.

7. Run Internet Explorer Active Setup again.

8. If renaming the Wintrust.dll file does not resolve the issue,

repeat steps 1-7 with the Wininet.dll and Urlmon.dll files.

Install the DEC Alpha version of Internet Explorer for Windows
NT 4.0. The DEC Alpha version of Internet Explorer can be obtained from the
following Microsoft Web site:

MORE INFORMATION

Internet Explorer 4.0 Setup includes a feature called Smart Recovery.
If your Internet connection fails in the middle of the download process,
the Active Setup Wizard recognizes where the
installation halted and recovers the installation where it left off.
To continue downloading, all you need to do is connect to the Internet
again and run the Active Setup Wizard (either from your
local drive or from the Internet Explorer 4.0 download site).
