set up(.cab) file error

Dear Sir,

I tried to reinstall windows 95 from floppy, and I got the set up
erroe message:

Could not decode this setup(.cab) file,Setup will attempt to recover
from this situation. click OK to continue.

I did that. but it keeps coming out the same message,and I can't complete
setup process.
I delete all .cab files in my booting disc except mini.cab ,but it did not
help. Could the setup program corrupt? I tried to upgrade to windows 98,
but the problem persist?

Do you know anyone who has similar problems?
Can you give me some suggestion about how to fix it?
