Calligo Technologies has an accelerator board with posit arithmetic native to its 8 RISC-V processors, and this is VLSI (not FPGA). They support C, C++, Fortran, and Python. But I do not know of an open-source Fortran implementation. 

My understanding is that if you have C support, it is a matter of adding a wrapper to provide Fortran support, in whatever flavor of Fortran you want. And I think those wrappers are open-source.

In the last IEEE Spectrum survey, Fortran had fallen to #14 on the list of most-used languages in general, though obviously it would rank higher than that for HPC workloads.
