Primary producers can apply for a concession on their vehicle registration. The eligibility requirements for the concession have changed, see the reforms section below for details and find out if you qualify and how to apply.

To get a concession, a primary producer vehicle means a light vehicle that is owned by a primary producer which is not used or let for hire, and is used solely or principally:

A rural society means a co-operative or a participating co-operative, within the meaning of the Co-operatives National Law (NSW), in which at least 75 per cent of the shares are held by primary producers.

The cost of registration typically includes a registration fee, number plate fee and vehicle tax. Vehicle tax is calculated on the weight of a vehicle when empty (tare/unladen) and the use of the vehicle.

Example 1: a two-axle truck with an unladen mass of 5,000kg, a gross vehicle mass of 10,000 kg and that does not tow heavy trailers, the ordinary registration charge is around half the primary producer registration charge. In this case, the ordinary rate is less and will apply, and the vehicle is not subject to primary producer usage restrictions.

Example 2: a three-axle prime mover with an unladen mass of 7,000kg, a gross vehicle mass of 15,000 kg and that tows one semi-trailer, the ordinary registration charge is more than double the primary producer registration charge. In this case, the primary producer rate is less and will apply, and the vehicle is subject to primary producer usage restrictions.

Some vehicles used for the purpose of primary production do not have to be registered. These include vehicles solely used off road on farmland or where an exemption is provided to cross a road or road-related area which divides land used for the purpose of primary production.

Where the distance between properties exceeds 30 kilometres registration can only be issued following an individual assessment, based on the type of vehicle and where it is being used. In these cases, the insurance premium class normally applicable for the vehicle type will be charged. Individual assessments are undertaken at a Service SA centre.

A restricted primary producer's vehicle may be registered for any three-month period up to a maximum of 36 months. Restricted primary producer's vehicles may also be registered with a common expiry date.

The application must be accompanied by a map or sketch of the area in which the vehicle is to be used. The sketch should show section numbers, hundreds and roads. Indicate the route with a dotted line and include the distances to be travelled.

People involved in the production of primary products such as honey must be registered as Food Business Operators with the Department of Agriculture, Food and the Marine. The aim of this European Union regulation is to enhance public health protection by setting out the responsibilities of food producers.

A Food Business Operator is the person responsible for ensuring the requirements of food law are met within the food business under their control. You will not be able to sell your produce legally without this registration. If you are under 18 years of age, you should get your parent or guardian to complete the form on your behalf.

This concession is available to recognised primary producers who carry on a business in which the main activity is the production of primary produce. A recognised primary producer is a primary producer who has met the evidentiary requirements of a recognised primary producer, as outlined in the application form.

Beekeepers are considered primary producers. However, for beekeepers with vehicles used solely as mobile workshops, the concession for vehicles used as a mobile workshop solely to carry on the business of beekeeping may apply.

Complete the primary producer concession/qualification application (F5381) including the declaration from a tax agent or qualified accountant which confirms that your main source of income comes from primary production. Take the form and tax declaration to your nearest transport and motoring customer service centre or, if you live in a rural area, a QGAP office, Magistrates Court or local police station that provides vehicle registration services.

From 7 July 2023, individuals making application for a concession or to enter into a vehicle sharing agreement must meet the new eligibility requirements, including having a declaration from a tax agent or qualified accountant which confirms that your main source of income comes from primary production.

This is required even if you already have a vehicle registered under the scheme. You only need to do this once, and you must do this before you apply to enter into a vehicle sharing arrangement with another qualified primary producer or register a new vehicle under the scheme.

Eligible vehicles for this concession must be registered in the name of the co-operative and may only carry produce owned by a member of the co-operative. Vehicles can only be used to carry produce between the point of primary production and the first point of processing (e.g. mill) or other transport (e.g. railway). This concession can be applied to more than 1 vehicle.

To apply for a vehicle sharing arrangement, you must have met the new eligibility documentation requirements which were introduced on 7 July 2023. Please refer to the following checklists and see recognised primary producers for information on how to meet the requirements.

This concession is available if you are a primary producer involved mainly in the production of raw material for clothing or food (derived from agriculture, dairying, fishing, raising of livestock or viticulture). Vehicles must be registered in your name and used solely in connection to your business as a primary producer. This concession can be applied to more than 1 vehicle.

Vehicles registered with farm plates can only travel between different parcels of land managed by the registered operator as part of their business as a primary producer. The travelling distance is restricted to the maximum distance allowable for the relevant zone listed below. View the zone map (PDF, 3.8MB) for the local government areas included in each zone.

Technical service providers (TSPs) work on behalf of the customer to offer planning, design, and implementation services that meets NRCS criteria. This assistance helps improve the producer's operation and addresses resource concerns on their land.

When funds are available, agricultural producers participating in certain activities in NRCS conservation programs can hire a TSP within the 50 states, District of Columbia, Puerto Rico, United States Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. As a producer, you will need to work with your local NRCS office staff to make application for Financial Assistance and have an obligated contract prior to hiring a TSP. NOTE: Producers may also choose to pay for services from qualified individuals at their own expense.

NRCS reimburses the producer at a contracted rate established by the program the participation is participating in. The maximum rates for technical services are available in the most recent State Payment Schedule.

Farmers, ranchers and forest landowners can use conservation planning to address specific natural resource objectives such as nutrient and pest management, forestry, energy conservation, or transitioning to organic agriculture.

Eligible NRCS conservation program participants can locate a certified TSP through the NRCS Registry national directory for finding a TSP Program participants also can contact their local USDA service center.

The NRCS Registry will be undergoing an update to a new platform this fall. We are looking forward to providing the best customer service with an experience that is easy to navigate, with a fast-track renewal process and less clicking all while achieving reliable TSP certification management.

To provide the best possible transition to the new NRCS Registry platform we ask that All New Applications, Renewals and Modifications be submitted no later than August 2, 2024. The new system will be open for applications beginning early October. Any applications submitted after August 2 may be subject to delays in processing as we do our best to transition the current data. TSPs can learn more about conservation practices at Conservation Planning Activities (CPAs), Design and Implementation Activities (DIAs), and Conservation Evaluation and Monitoring Activities (CEMAs).

TSPs certified for DIAs are considered to be providing final designs and therefore should meet the qualifications under the individual conservation practices for which they are adding to the DIA and providing design work for.

For TSPs already certified for a DIA, but not for individual practices typical of the DIA, TSPs should consider submitting a modification of their certification agreement to pick up practices they are currently not certified for in NRCS Registry. For example, if a customer should contract you to complete a DIA that encompasses three practices, but you are only certified for one of the three there are a few options.

NRCS Registry allows individuals seeking TSP certification to begin the application process and once certified to maintain and renew their certification. NRCS Registry also allows agricultural producers and private forest landowners to locate a certified TSP in their local area.

TSPs can help producers address natural resource concerns in diverse areas, including nutrient management, energy use, forestry, grazing, irrigation, organic agriculture and wildlife habitat. They also provide conservation planning services, design and implementation activities, and conservation evaluation and monitoring.
