TheComptroller encourages all taxpayers to support Texas businesses while saving money on tax-free purchases of most clothing, footwear, school supplies and backpacks (sold for less than $100) during the annual Tax-Free weekend. Qualifying items can be purchased tax free from a Texas store or from an online or catalog seller doing business in Texas. In most cases, you do not need to give the seller an exemption certificate to buy qualifying items tax free.

The sales tax exemption applies only to qualifying items you buy during the sales tax holiday. Items you buy before or after the sales tax holiday do not qualify for exemption, and there is no tax refund available.


The statute specifically excludes special clothing or footwear that is primarily designed for athletic activity or protective use and that is not normally worn except when used for the activity. Industrial or medical grade masks (e.g. N95 or other masks designed as personal protective equipment) or other similar personal protection equipment are not exempt during the sales tax holiday.


During the holiday you can buy qualifying items in-store, online, by telephone, mail, custom order, or any other means. The sale of the item must take place during the specific period. The purchase date is easy to determine when the purchase is made in-store but becomes more complicated with remote purchases. The purchaser must have given the consideration for the item during the period even if the item may not be delivered until after the period is over.


For example, if a purchaser enters their credit card information in an online shopping website on Sunday Aug. 11, 2024 at 5:00 p.m.to purchase qualifying school supplies, but the school supplies will not be shipped until Friday Aug. 16, 2024 and will not arrive until Tuesday Aug. 20, the purchase will still qualify for the exemption. However, if the charge to your credit card is declined by the payment processor at 11:00 p.m. on Sunday Aug. 11, 2024 and the purchaser does not resubmit payment until Monday Aug. 12, the purchase is taxable.


If the delivery charge is a flat rate per package, and the amount charged is the same regardless of how many items are included in the package, the total charge can be attributed to any one of the items in the package.


If you sold qualifying items tax free during the sales tax holiday, only include these tax-free sales in Total Texas Sales (Item 1) of your sales tax return. Do not include your tax-free sales in Taxable Sales (Item 2).

The holiday season is a prime time for hackers, scammers, and online thieves. While millions of Americans will be online looking for the best gifts and Cyber Monday deals, hackers will be looking to take advantage of unsuspecting shoppers by searching for weaknesses in their devices or internet connections or attempting to extract personal and financial information through fake websites or charities.


These and other Salesforce holiday insights come from commerce, marketing, and customer service data collected from 1.5 billion shoppers on the Salesforce Customer 360 platform. Among U.S online retailers, 29 of the top 30 use Salesforce.


Seamless fulfillment and easy returns will be key strategies for retailers looking to increase loyalty and profitability through the remainder of the holiday. Retailers that are efficiently fulfilling online orders from physical stores, especially during these peak shopping days, can extend their shipping cutoff date and win market share.


Powered by Commerce Cloud, Marketing Cloud, and Service Cloud, Salesforce analyzed aggregated data to produce holiday insights from the activity of more than 1.5 billion global shoppers across more than 64 countries, with a focus on 12 key markets: the U.S., Canada, U.K., Germany, France, Italy, Spain, Japan, the Netherlands, Australia/New Zealand, the Asia-Pacific region (excluding Japan, Australia, and New Zealand), and the Nordics. This battery of benchmarks provides a deep look into the last nine quarters and the current state of digital commerce. Several factors are applied to extrapolate macroeconomic figures for the broader retail industry.


The prediction data that we present are from proprietary Salesforce research. The calculations we use blend first-party and third-party data, as well as several market assumptions, to generate the data points presented.


Nearly 60% of Americans say they are looking to make a purchase via social media this year1. Pair that with the fact that Americans rank watching holiday movies over decorating the tree and baking cookies as one of their favorite holiday traditions2, Walmart found an opportunity to create a connection. The shoppable series will be released on TikTok, Roku and YouTube starting Dec. 2, with the remainder dropping Dec. 5 and Dec. 8.

Many shoppers are seeking out good deals this inflationary holiday season. The best prices can often be found online but cyber scammers are also armed with a variety of tactics to separate us from our money.


American consumers are thrifty and we have learned and shared tactics with our friends and family to find the best deal. Unfortunately, finding the best deal online sometimes takes us to areas of the internet with unproven or untrusted merchants, especially within peer-to-peer markets (think Craiglist, Facebook Marketplace, and sometimes eBay). Maybe you forgot to purchase that really important but trendy and popular gift for your best friend? Our normal human safeguards to recognize a potentially suspicious or malicious transaction are lowered when urgency, familiarity, and non-face-to-face transactions enter the picture.


The data support this perspective. A remarkable number of young children are watching a remarkable number of hours of online video. One study found that children under age eight spend more time watching online videos than doing any other screen-based activity, averaging 39 minutes of online video viewing a day. Another study asked parents of children ages 11 and under if their child watches YouTube. Eighty percent said yes, and 53 percent of those whose kids watch YouTube said their child watches every day.


The solutions, as I see them, are to empower parents with a few simple guidelines and better tools, and to advocate for change with streaming video providers. In this regard, I have a few recommendations:


One such innovation coming from SRI is APPROVE, a new machine learning tool that automatically identifies grade-appropriate literacy and math content in online videos. This tool aims to help parents filter online videos by grade and learning topic, making browsing more educational for kids and less stressful for parents.
