Unsub fixes: scenario names, backend improvements, file exports

Hello!

There's been a few minor fixes in Unsub over the last few months:

v1.2 (release notes) Quotes in scenario names were sometimes leading to problems. All user input double quotes to scenarios are now changed to single quotes to avoid issues. In addition, a number of changes to improve the backend infrastructure that are not user facing.
v1.3 (release notes) At least a few users ran into a problem where downloading PTA and price files failed due to any database rows with missing ISSNs. This is now fixed. Do reach out if you run into problems downloading your COUNTER, PTA , price, or scenario export files.
