UltraLow Temperature (ULT) freezers, also known as -70- and -80-degree freezers, use an immense amount of energy. The Ultra-Low Temperature Freezer Program is a financial rebate program established to reduce the number of inefficient, under-utilized, and abandoned freezers and to incentivize the purchasing of highly efficient ULT freezers.

Ultra-Low Temperature (ULT) freezers, also known as -70- and -80-degree freezers, use an immense amount of energy. The Ultra-Low Temperature Freezer Program was established in 2015 to reduce the number of inefficient, under-utilized, and abandoned freezers and to incentivize the purchasing of highly efficient ULT freezers. Funded by the Energy Reduction Fund (ERF) in Facilities & Real Estate Services (FRES), this program provides incentives in the form a rebate for both freezer recycling and new highly efficient freezer purchasing. Applicants can also qualify for both freezer recycling and new freezer purchasing with the replacement rebate. To date, the Ultra-Low Temperature Freezer Program has provided more than 250 rebates.


This program is only applicable to ULT freezers; ordinary refrigerators and freezers are not eligible for this program. Eligible freezers must be installed in/recycled from university-owned and/or operated properties. UPHS and university satellite locations are not eligible for this program. Rebates only apply to freezers with an efficiency that falls within the program's specified range. Energy efficiency is based on the ENERGY STAR ULT Freezers Test Method. The graduated rebate amounts are based on energy efficiency and ERF criterion, each School and/or Center must fund at least 20% of the efficiency measure.




Rebates are subject to change based on current energy efficiencies available on the market and will be assessed based on date of application submission, not of freezer purchase. Rebate applications must be submitted within one year of freezer purchase.


This not a complete list of all eligible freezers. If you would like to apply for a rebate for the purchase of a freezer that uses less than 500 watts/day/cu-ft and it is not listed, please contact sustain...@upenn.edu and include its EPA ENERGY STAR test results.


Refrigerators and freezers contain refrigerants, oils, and other compounds that, by federal law, must be removed and recovered. Then the steel, other metals, and selected parts can be recycled. Some recycling programs also capture the foam insulation inside the refrigerator doors for added environmental benefits.

The LADWP's Refrigerator Exchange Program provides new energy-saving, ENERGY STAR rated refrigerators in exchange for qualified older model refrigerators, FREE of charge. The Refrigerator Exchange Program offers a 15 or an 18 cubic foot model.

To promote energy efficiency, the LADWP is offering qualified customers an opportunity to exchange their old, energy-guzzling refrigerators for a new energy efficient unit. The new unit will assist customers in significantly reducing the refrigerator-related energy costs. Customers will save approximately 15% on their energy bill or about $60 annually. Over the life of the refrigerator, each customer will save over $1,000 and more than 17,000 pounds of harmful carbon dioxide emissions would be eliminated.


The Low Income Refrigerator Exchange Program began on April 30, 2007. The program was expanded in 2011 to include multi-family properties. In 2014, the program was further expanded to include non-profit customers. The Refrigerator Exchange Program will continue as long as funding is available.


LADWP offers residential offer the EZ-SAVE Program or Senior Citizen / Disability Lifeline Rate to customers within qualifying income levels. To establish eligibility you must complete and return an application, along with proof of income for each individual in the household. After you are accepted into the Low Income Discount Program, your name will be placed on a list of newly added discount rate customers. You will be contacted by an Appliance Recycling Centers of America (ARCA) staff member and scheduled for an inspection for program qualification. This may take several months.


Qualifying customers will have a site inspection performed at their address to verify the primary refrigerator meets the program requirements and that the electrical outlet is properly grounded. If the site inspections fails due to the electrical outlet not being properly grounded, the customer will be given time to make the necessary corrections.

After a successful site inspection, a scheduled date will be coordinated for the delivery of the new energy efficient refrigerator and the removal of the old inefficient unit.


Because of customer demand, there is currently a waiting list. Customers are added to the list in the order the requests are received. At this time, the wait may be up to two (2) months. You will be contacted by a member of the ARCA staff when it is time for your inspection.

Since 1976, ARCA has recycled more than 3.5 million major household appliances for clients across North America. ARCA has developed equipment, processes, and systems to lessen the negative impact of appliance disposal on the environment.


There are several residential rebates offered as an incentive toward becoming more energy efficient. For example, the purchase of an approved Energy Star rated refrigerator and the recycling of the existing old refrigerator would total a $115.00 rebate.

LADWP also has the Home Energy Improvement Program (HEIP) which assists qualified residential customers in making their homes more energy efficient at no cost to the customer.




The AC Optimization Program provides eligible residential and commercial LADWP customers services by certified, professional heating, ventilation, and air conditioning (HVAC) technicians from approved, licensed contractors to analyze cooling systems and provide basic maintenance and efficiency services.


A new purchase should be made under the Master Supplier Agreement established with Global Cooling, manufacturer of Stirling Ultracold. Procurement has agreed to process these invoices within 15 days to allow for a greater discount to researchers purchasing these freezers. The investigator is responsible for all costs associated with procuring, receiving, and installing the new freezer in addition to the proper disposal of an old freezer. After the freezer is received and installed, Facilities Services will verify proper installation and approve the rebate funds transfer.


Because high-efficiency freezers still have a higher price tag than conventional freezers, this program provides financial incentives for researchers to replace aging, inefficient freezers with high-efficiency models.


Larger freezers (>600L capacity) are rebated at a higher amount because they consume more energy than smaller freezers. Freezers that consume less than 0.30 kWh/day/cu-ft are also rebated at a higher amount.


To qualify for rebate, the ULT freezer purchased must be listed on the Energy Star Product Finder Lab Grade Refrigerators and Freezers webpage as a model consuming less than 0.4 kWh/day/cu-ft. (Since the EnergyStar database is updated frequently, we will no longer be listing the qualifying freezer models on this page.)


UAB Green Labs is making standby floating ULT (-80) freezers available to researchers so they defrost their laboratory freezers. Temporary cold storage space is a barrier for researchers needing to defrost cold storage units. UAB Green Labs is proud to provide cold storage throughout campus. Vaccines should be properly stored and administered to ensure maximum efficacy and safety.
