Yes, I noticed that about the little boy.  I wonder how the scenario would have played out during the evening commute when people were less likely to be rushing to an appointment, or in a city park, or a  mall.  If people are less rushed, would they be more inclined to stop and listen?

Absolutely.

I was telling a friend of mine about the article and I said "Had it been at a state fair or someplace people are just wandering around, it would've been different."

Or lunchtime, for that matter. DC has professional buskers - although
I don't recall if they have a permit system or not. Many cities do.
There are better locations and worse, better times and worse. Some
musicians make better street performers than others, too. Finding
those locations and times when people *will* stop is part of the job.
