Shouldn't the create-index-stmt syntax include a reference to a collection?

Hi!

The create-index-stmt doesn't include a collection name - instead it
only includes a sorting list. But this seems strange - My assumption
is that one would like to create an index for a particular collection.
Shouldn't the syntax be:

CREATE INDEX <index-name> ON <collection-name> (<sorting-list>)
(etc...)?
