without additional information its hard to say what's going on here.  But the model is far too complex as a starting point for analysis. You should first start with a simple model with only 1 covariate or so and make sure the model produces decent results. Use those estimates as starting values in the next model and so on, and this sometimes avoids non-convergence and numerical instability which may be the problem here.
How big is the data set (# sites? # replicates?)  Low sample sizes is often a problem.
