Events missing corresponding rows in eventdatetime

We've run into a very small number of events, less than one percent ,
being created without any dates associated with them. I'm having
trouble tracking down how this happens since it is so rare, php isn't
throwing any errors at the time of creation and it happens so rarely
that it's hard to pinpoint a common trait between the users.

The side effect of this is that in the manager's pending, posted, and
archived lists, the events do not show up yet they are counted in the
event totals for each of those tabs.

Has anyone else encountered this?

Could this be caused by incorrect/missing event date time data? For
example, the event details were entered, but no date, time, & location
info.

That's exactly what appears to be happening, the question is how.
Whenever I attempt to do such a thing, the validation checks work as
they should and no events are created until I fill in the required
fields. So I'm not sure how this is happening if it's just as simple
as them not putting in the required information.
