New QA wiki pages

Hi all -

I've moved the Current Release testing page from the github wiki to
our PCF wiki, under the Universal Subtitles QA section. See
http://develop.participatoryculture.org/index.php/UniversalSubtitlesQA
. It also contains additional information about manual and automated
regression testing and processes.

I hope you will find the information more useful and if we could get
more members of the group here executing tests and providing more
input it would be great.

It appears that the 0.9.2 release is at least a week away, but there
are some new features available on the dev site that could use some
testing.
