JSR 363 CQs approved by Eclipse

About a week ago, Eclipse IP Team approved the CQ ticket for 

UoM-SE https://dev.eclipse.org/ipzilla/show_bug.cgi?id=12610

Following that for

Unit-API https://dev.eclipse.org/ipzilla/show_bug.cgi?id=12206

Which was actually approved a little while already. 

Now projects like Eclipse SmartHome who requested it can either implement the JSR 363 API or use the Java SE 8 implementation instead.

That means, Eclipse UOMo will also do what's best. 

Either leverage the SE 8 implementation or where more appropriate implement the API directly.
