Arabic Dela(f) Transliteration in the User Interface

Dear Developers,

In java User Interface in Preferences>encoding, one can choose the encoding :

   - UTF16LE
   - UTF16BE
   - UTF8


In Dela>transliteration, the  DELA(F) dictionary is supposed to be in UTF16LE.  
see User Manual : Figure 3.21: Transliteration of a DELAF dictionary from Buckwalter++ (left) to the Arabic script (right)


I suggest to add:

  1 -  the  Encoding Input options    (UTF16LE, UTF16BE, UTF8)  below the Input options group  (Arabic, Buckwalter,, Buckwalter++) ;

   2 -  the Encoding Output options  (UTF16LE, UTF16BE, UTF8) as well and   below the Output options group  (Arabic, Buckwalter, Buckwalter++) ;
