Prime Minister and THA Chief Secretary Engage in High-Level Talks on Tobago Development, Water Security, and Autonomy

The Honourable Prime Minister met with Chief Secretary of the Tobago House of Assembly, Farley Augustine, for a productive and forward-looking dialogue on key matters affecting the people of Tobago.

Discussions were held about short term legislative measures to address anomalies and outstanding matters relative to the interpretation and execution of the THA Act 40 of 1996. These include:


(i) Marine parks and environmental jurisdiction (Tobago)
(ii) Omnibus statutory harmonization (THA Executive Authority)
(iii) Reform on the alien landholding licensing regime (Tobago)
(iv) Establishment of a Tobago local police service
(v) Interim administrative alignments (Immediate Executive Action)

In addition, the Prime Minister and Chief Secretary discussed the urgent need to improve water security on the island. Both leaders examined plans for the establishment of a desalination plant in Charlotteville, along with other critical water projects aimed at ensuring a reliable and sustainable supply. 

The meeting also addressed desilting exercises across Tobago’s waterways as part of broader flood mitigation and environmental management efforts. The Minister of Public Utilities is expected to visit the island in the near future to further assess and expedite solutions to these issues.

Additionally, concerns were raised regarding operations within WASA in Tobago and its delivery of services. The Prime Minister emphasized the importance of merit-based appointments and proper governance to ensure that institutions function effectively in the interest of the public.

The issue of the Studley Park quarry export licence was also discussed and it was agreed that the licence should continue to be in force, with a focus on ensuring that Tobago’s resources are managed efficiently and in a manner that brings tangible economic benefits to the island.

The Prime Minister and Chief Secretary also engaged in meaningful dialogue on Tobago’s autonomy. In this regard, Professor Hamid Ghany will provide guidance and expertise as efforts continue to chart a clear and progressive path forward. The Prime Minister reaffirmed her Government’s full commitment to supporting Tobago in achieving greater self-governance, while ensuring national unity and development.

This meeting underscores the Government’s continued dedication to working collaboratively with the Tobago House of Assembly to deliver practical solutions and improved quality of life for all Tobagonians.
