Is Ar-Razi's tafsir available in English online or in any book form?

Not available in English yet but www.altafsir.com has future plan of translating it into English :

"Future plans include the translation into English of Nasafi’s Tafsir and of the great tafsir, Mafatih al-Ghayb, of Fakhr Al-Din Al-Razi. All the translated Qur’anic Commentaries are unabridged, and totally unchanged apart from corrections in spelling or editing mistakes."

Arabic version you can download from:

and http://www.islamicbook.ws/qbook/qbook2.html which allows word search for its books, and I plan to use it and add it in my next updates e.g. during research on any word you can search the word in all these books and find notes regarding that e.g. for patterns etc
