Just for the record, changing port in offer to non zero value, solve the problem.

Hi Amir,

I'll add a few notes just to clarify the issue.

A port number of zero in the offer indicates that the stream is
offered but MUST NOT be used. I don't think this is what you wanted to
achieve. So, even for a sendonly stream, the offer should contain a
valid port number.
