TheProcurement Act 2023 e-learning modules are the key learning product to support practitioners in implementing the new regime. The e-Learning is aimed at all operational procurement staff - this includes staff whose main role is to run tenders or let contracts, or procurement / commercial professionals whose main role is to manage suppliers or contracts.

Learners who complete the course and achieve certification will be awarded a certificate along with an e-badge for adding to email signatures, evidencing attainment at Practitioner level. The e-badge will be available to manually download from the GCC website upon completion of the e-learning modules.


Once registered, you will find the e-learning product on the dedicated Transforming Public Procurement (TPP) area on the GCC website. There will be a direct link to the e-Learning course from the GCC homepage.


Whilst our e-Learning is only available for procurement practitioners, we encourage all our other stakeholders to view our Knowledge Drops, with videos for suppliers, including dedicated videos for SME and VCSE suppliers.


This e-learning programme is open for registrationthroughout the year. It will take place on LEARNDigital Classroom (LEARN DC), a one-stop space for you to access your virtual classroom sessions, programme-related onlinelearning materials, quizzes and assignments, as well as meet your classmatesfor discussions. You do not need a LEARNaccount to access this programme.


As a Singapore Public Officer, you need to have a good understanding of the Government Procurement policy framework and its operating principles and rules. In the 14 modules within this programme, you should be able to clearly understand and be able to apply the good practices in the Ministry of Finance's Instruction Manual (IM) on Procurement. This is a repackaged course from the previous "Procurement E-Learning Pathway: Tenders and Quotations" (ELPELP1), "Procurement E-Learning Pathway: Quotations" (ELPELP2) and "Procurement E-Learning Pathway: Tenders" (ELPELP3).

FTA hosted a procurement webinar for recipients and regional staff to learn how to identify FTA-funded procurements and its impact on the agency's oversight programs. Webinar participants were taught the tools and techniques to determine which grants have FTA procurement contracting opportunities. In addition, FTA discussed why tracking procurements is important for Triennial, State Management, and Civil Rights reviews. FTA also provided an update on the top ten procurement findings and the best methods to address those deficiencies.


FTA hosted an introductory training module for new FTA Recipients that provided a high-level understanding of FTA Oversight program requirements in the areas of Legal, Financial Management & Capacity and Technical Capacity. During the session, FTA discussed the basic requirements, required documentation, common issues and available resources for these areas.


FTA hosted a webinar series to help agencies understand how to complete the Recipient Information Request (RIR) for submission. For each webinar, presenters introduced the audience to the Triennial Review/State Management Review process, presented on the RIR document sections with sample submissions, and ended with questions and answers.


FTA hosted a webinar series to provide technical assistance to FTA recipients on how to calculate, document, and charge operating expenses. The webinars will discuss eligible operating expenses, explain how to calculate FTA operating assistance, examine appropriate documentation of operating expenses and Electronic Clearing House draws, and describe recommended actions if an error is made in calculating operating assistance.


This e-learning course will provide recipients with an understanding of the fundamentals and best practices for procurement cost and price analysis as required by 2 CFR 200, the Federal Acquisition Regulations (FAR), and other federal third-party contracting requirements. After taking this e-Learning course, recipients will be able to define price and cost analysis; discuss key regulations and guidance pertaining to cost and price analysis; describe the importance of conducting an independent cost estimate; outline the process of completing an independent cost estimate; describe the steps of a price analysis versus a cost analysis; describe how to document cost analysis and negotiations; and finally, compare types of contracts. This e-Learning course should be helpful in mitigating procurement findings during State Management and Triennial Reviews.
