Dear Jean and team,

Please see attached draft PIF with comments from JD.  I think we need to further tighten the logic of the Project.  Can we meet to discuss this more elaborately?

Thanks,

Hi Gara;

The BD Values PIF attached with my comments.  I’ve restricted myself to commenting on the results framework, because the text in the narrative section is pretty much a repetition of what’s in the Framework anyway.  Basically it’s not clear yet how the various pieces tie together, and how they add up to the changes at Outcome and Objective level that the team are proposing.  It’s clear what they want to do at the activity level, but it’s not clear how the sum of those activities will lead to any tangible impact.  There’s also nothing specific in terms of quantifiable impact; how this valuation will lead to actual changes in financing flows for biodiversity either at the local/ LGU level or at the site/ landscape level.

I’d suggest you take a look at the comments before you share this with the team; you might need to work with them a bit to try and make this more coherent.

Let me know if you’d like to discuss.

Warm regards;

Jd

Hi All,

If it is on a monday, I am available from 12:00 ish to 3:00 if the meeting is in QC...My classes on mondays - 9:40 - 10:40 then, 4:20 to 5:20.....June 10 will work for me if we meet by around 12:00 and then wrap up by 3:00.

Tuesdays and Thursday, the break is shorter...it is from 12:00ish to 1:30....My classes on T-Ths 9:40 - 10:40; then 2:40 - 5:40....

Thanks,
George

PS...let us be reminded that the question remains unanswered because we really do not know the answer (the how and what impact) until we start doing the research and getting those values....we are really looking for examples of successes elsewhere (other countries)...maybe we can frame the question better so we are more focused when we meet.

I do agree with Rina that we start thinking of the questions in depth  before the meeting so we can have a more focused discussion. Here is my interpretation of what JD has been looking for:

1.  After we have established values in the five demonstration sites (given that we have done the survey, economic modeling  AND after mainstreaming the idea of valuation into the national and local policy and decision making)  how can we demonstrate that or make the knowledge / and use of these values work to conserve biodiversity.....I think JD is looking for the BRIDGE between the oue "research activities" (e.g. calculating the values, training LGUs, convincing national policy makers to incorporate these values in governance and investment) AND  biodiversity conservation (using financial tools) / wealth creation for biodiversity conservation.

2. How do we measure or how can we tell that the knowledge and activities (mainstreaming) related to biodiversity valuation are indeed making  or will make a difference in conserving biodiversity (INDICATORS)

3.  How will we use the knowledge (and mainstreaming) of these values to make money needed to conserve biodiversity? What kind of policy (taxation?) changes, interventions, programs can be developed from out of knowing (and mainstreaming) valuation; how much money can be made; how will the money be used to conserve biodiversity and how do we know that biodiversity is being conserved through intervention using these financial / economic instruments. (WHAT ARE THESE INTERVENTIONS?)

Thanks!
George
