Please see attached. Kindly supply the information needed (see the highlighted portion). I would also like to clarify the following:
1. In the 2nd draft PIF submitted to us, it specified that the Executing Agency is PAWB and not ASOG, is that correct? This means that the implementing partner will be PAWB. Kindly clarify.
2. On the co-financing, please note that we cannot co-finance GEF funds with GEF funds hence you cannot indicate NewCAPP and BPP. Kindly discuss with the team and come-up with 1:3 cofinancing. This means you have to arrive at USD13.05M co-financing which could be cash and in-kind.
3. Kindly take a look at the outcome and output statements. Kindly formulate appropriate indicators of success which the team can commit and aim to achieve.
4. On the sites, kindly provide me the selection criteria used, name of the sites and their very brief relevant profile (BD; poverty incidence, etc.). When you mean 5 demonstration sites, do you mean 5 LGUs or 5 KBAs?
5. Kindly also add brief description of outcome 2.

Hi Jean,
Can you also provide brief explanation on why these areas have been selected in so far as the project is concerned? For instance, has there been a valuation study done before? Are the LGUs been receptive on BD conservation? Are the sites been known to have rich BD resources and yet there are minimal economic activities or the poverty incidence is high? Just give me relevant information so that we can clearly explain the key selection criteria in coming with the sites in terms of high probability of success of demonstration and the potential for replication.

We do not determine the co-financing ratio, it is the GEF Council. The problem is, there are no clear and written guidelines on this by the GEF. What I meant by the required co-financing is, based on past and recent submissions of UNDP to GEF, UNDP-GEF has required us to raise the co-financing into 1:3. This really depends on project to project and on GEF Council comments. There are cases that GEF Council requires more than that. For the marine PPG, we have been required a 1:5 in fact.
I remember during the COP 11 of CBD in India, there was a recommendation to raise the co-financing ratio but the Philippines objected to this for the simple reason that developing countries have difficulties raising co-financing especially if it is grant money.
The only clear guidance that we got on co-financing is for SGP which is 1:1.
I suggest that you raise this with the GEF OFP and those that sit in the CBD negotiations so that they can raise this in the next COP. Please note that GEF gets guidance from COP.

Please see below guidance on co-financing:
(a) Sources of co-finance include:
(i) The Agency’s own co-financing;
(ii) Government co-finance – national and local government units (counterpart commitments) e.g., for baseline or foundational activities upon which the project would build or without which the project could not be implemented; and
(iii) Contributions mobilized for the project from other multilateral agencies, bilateral development cooperation agencies, NGOs, the private sector, and beneficiaries.
(b) Types of co-finance include:
(i) Grants;
(ii) Loans, concessional or market-rate;
(iii) Credits;
(iv) Equity investments;
(v) Committed in-kind support[2]; and
(vi) Other (specified) type.
The cash co-financing can be parallel financing and not necessarily will be infused to the project as additional funding. Like for instance, you have a project funded by another donor, that is complementing the BD Value Project, then you can count that as co-financing.
Please also be reminded that these complementary projects should coincide the BD Value Project duration. You can also include those projects in the pipeline so long as there is certainty that these projects will push through. The Project needs to report to GEF the amount of co-financing mobilized as against the committed amount on an annual basis.
