Political-economic interactions can be viewed philosophically as coordination games:


My professor of Legal Philosophy, Hugh Gibbons, described the will of each person, generally, as their intentions and efforts to cause desired perceptions. The will is an effort to change one's own perceptions via action in the world. When individuals make decisions and take action our coordination efforts require shared intentions and shared or common knowledge. Unilateral decisions and actions are not concerned with efforts to coordinate intentions or knowledge with others. These coordination games create opportunities and challenges in large political groups which do not reduce to the psychology of a bi-lateral contract, bargain, or agreement on how to make decisions and take actions.
