SakuraHaruno has it rough in the Naruto community. She went through fluctuating phases of strength and weakness in the main series and her attraction to Sasuke ended on a rather displeasing note to some. Her chance at redemption now comes in the form of her own story, Love Flowing in the Spring Breeze.

Two and a half years after the Fourth Great Ninja War (and six months after The Last), Sakura has set up a string of clinics to help children cope with mental stress. The days pass when she hopes to see Sasuke again, and her wish comes when rumours spread that he has been sighted plotting with terrorist groups to destroy the Leaf Village. Along with Ino and Sai, Sakura investigates these sightings and hopes to affirm if her love and trust in him are strong enough to prove her wrong.
As a member of Tetra Line's crime management squad Underworld Queen, Sakura leads the "Seimeikai", a criminal group that styles themselves after the yakuza syndicates of old. Despite running a gang in many respects, Sakura holds herself and her subordinates to a code of honor and ethics, preventing her gang from catching too much attention from the authorities.
As no one in Seimeikai actually knows Sakura is a Nikke, she is sometimes subject to issues that plague yakuza, such as pressure to ensure a line of succession, though that's a far preferable alternative to what the gang would likely do if they did know she was a Nikke.
A woman of principle, the Seimeikai refrain from engaging in immoral acts thanks to her leadership. Under her guidance, the Seimeikai has become an organization with a well-deserved reputation for its honorable conduct.
Sakura was born and raised in Seimeikai's mansion, as her father was the previous leader of the organization. There, she knew not of toil or want, as everything she ever wanted was given to her. Though she was aware of Seimeikai's...less than legal activities, it was but one mark on an otherwise idyllic life.
That all changed the day her father fell terminally ill. As he had not named an official heir to his position, the ensuing succession crisis saw a number of Sakura's siblings fall prey to political machinations, even as enemies without and within reached their covetous hands towards the throne. In order to protect the organization, the world that her father had painstakingly built, Sakura made a resolution...and on the day her father finally expired, she killed herself with a dagger and had her brain transplanted into a Nikke...
With a Nikke body that did not age, fall ill, or weaken from hunger and fatigue, Sakura made her claim to the leadership of Seimeikai. Her father's old subordinates soon fell in line with her, and in time, her hold over the organization became unbreakable. She has since become an integral piece of Seimeikai, serving its interests just as much as it carries out her will.[2]
Along with seizing control of Seimeikai, Sakura would meet with Tetra Line CEO Mustang, who requested she form the Underworld Queen squad with Moran and Rosanna to regulate the criminal underworld of the Outer Rim. Though initially displeased with the idea of becoming another Exotic, Sakura along with the others eventually came around when Mustang explained his reasons behind the request.[3]
Sakura is first seen in the Coin Rush casino, being summoned by the 777 squad offer protection. However, 777 took back their request as Sakura offers 60% of the casino's profit, pressuring Blanc and Noir. Moran eventually came to stop the two, causing a heated argument between her and Rosanna. Suddenly, a loud crash is heard, interrupting their short-lived argument. A smokescreen infused with Alva particles covered the entire room.
As the thick cloud of smoke dissipates, they realized that the jewelries and prized possessions in the casino were stolen. The Underworld Queen members then proceeds with a plan to track down their members: Rosanna goes to the Outer Rim to interrogate a Heavenly Ascension member, Sakura goes to the Dark Net, and Moran to the Ark.
Sakura approached Dolla who told her that about 200 unregistered weapons specifically created for Nikkes are being sold to the Dark Net. Sakura requests for the recipient's identity and the stolen jewelry and necklace, but to no avail due to how the Dark Net operates and how vast the black market is. Dolla then reveals that a large excavation bomb that remained on sale for a long time was recently sold, the date of purchase coincides at the same day as the Nikke firearms. Sakura questions why Dolla is knowledgeable in how the Dark Net operates, to which she answers it as a hobby, seeing enjoyment in monitoring dangerous items and being a risk-taker. Sakura happily complements her as an 'extraordinary individual' welcoming her to any offer. As she departs, Sakura questions to herself that none of the weapons and explosives are suited for terrorism, adding up that Nikkes could be possibly involved with the attack. However, the limiters that prevent a Nikke from attacking a human made her conclude that such plan is ridiculous.
Tired of those below her pestering her to get hitched and produce an heir for Seimeikai, Sakura takes the protagonist to be her fake husband while the Cherry Blossom Festival is ongoing, hoping to take advantage of an urban legend promising eternal love under a sakura tree...
Following the attempted bombing on Rosanna, Sakura dons a more espionage-appropriate attire to scrounge for clues on who's stirring up the Outer Rim. Despite her best attempts to steer the protagonist away from this incident, she relents when he insists on seeing this through to the end.
Following the debacle involving Sixo and Moran's frameup, Sakura and Rosanna convene with the protagonist to explain the situation. With Sixo effectively declaring war on Underworld Queen, they plan to sniff the rat out and give her the Outer Rim's brand of justice. Nice. And. Slow.
One peaceful afternoon, the commander intended on doing some chores since he has no missions lined up today until he received a message from an anonymous source calling themselves "Kitsune". They were under the impression that he was friends with the head of the Seimeikai, Sakura, since they saw them together and he admits they're on good terms. This person has a request for him before asking how much he knows about the group. After revealing what he thought of them, Kitsune informs him that there is internal strife from within the organization that could risk Sakura being deposed, which would send the organization into chaos. This person appears to be a low-level member whose life is at risk (though they have no comment if they actually work the group). Their plan is for the protagonist to use his friendship with Sakura to gain entry into the Seimeikai to act as a mediator between her and her subordinates. Since this is to help Sakura, he agrees to their request.
Not long after, the protagonist travels to the Seimeikai mansion and informs Sakura he intends to stay with her for a while. She's not entirely thrilled he barged into her home with little warning, even if he is her Commander. He assures her he has good reasons to see her, but despite that, she knows that getting citizens involved in her criminal organization would be bad for business. But seeing as he came all the way here, she felt it would be rude to just kick him out. She agrees to let him stay for as long as he needs on the condition that the two have to stick together so the other Seimeikai members will learn to show her Commander some respect. After asking if he dealt with unlawful people before, she has a lackey show the commander to his room.
Coincidentally, the protagonist's room happens to be right next to Sakura's. She did this intentionally since she had some concerns about his background so she insists that he remains hidden. For so long as he's with the Seimeikai, he will be shadowing their leader. His first task will be to attend a meeting around 7 AM that will be serving tea. The one who brought him to this room wishes him a good night's sleep and warns him not to mess anything up.
Waking up ten minutes early, the commander heads to Sakura's room to attend the meeting. Once he arrived, he entered a discussion she was having with a subordinate named Genzou. Sakura intends on dismantling a business that was run by her family, an idea many of the other Seimeikai disagree with, Genzou included. Since she's in charge, Sakura is determined to see it done and tells Genzou that he can leave the organization if he won't follow her lead, but warns that his safety will no longer be guaranteed. Genzou was not happy being threatened since he's been a loyal servant since Sakura's parents were in charge. He felt she won't listen to him even after all he did for her family which is why she allowed him to attend the meeting at all. She grows tired of Genzou's complaining and warns him that she will demonstrate the gun she mounted in her room is not just a decoration if he continues.
Sensing that things could turn bad at any moment, the protagonist makes himself known. Genzou berates him for interrupting their discussion, but Sakura shuts him down for embarrassing her. The subordinate leaves, hoping the two can continue this conversation another time. The Seimeikai leader apologizes for getting him involved in family affairs and though she doesn't want him to be a part of this, he figures understanding the situation would ultimately help the Seimeikai return to order. She knew he was aware of the turmoil within the organization through their conversation and though she didn't like how he eavesdropped on her, she suggested the two go somewhere else to avoid prying eyes and ears.
Since Sakura had refreshments set up in the tent outside, the two went to the cherry blossom gardens. She offered the protagonist some genuine black tea she bought from the Merchant Union. He admits to this being the greatest tea he's ever had. While she's happy he could tell the difference from other teas, she notes that after a wave of slight bitterness, there's a sweet and subtle lingering aftertaste and its dark blue coloring is proof it was well oxidized.
