Luckily, Duolingo Plus, our subscription option, allows users to download lessons for offline use. You can download lessons and practice sessions in advance to learn without an internet connection. Your progress is uploaded once you go back online, so you can keep your precious streak!

I moved onto the paid version during my first year, just before going on holiday. I couldn't guarantee my destination had an Internet connection, and at the time the paid version gave offline lessons (and unlimited hearts / lives). At the time this cost 80 per year, personally I consider that money well spent.
Another change was the removal of offline lessons, which is a big problem when you want to keep your streak alive and you know you have poor signal where you're going. When I'm away a weekend for Skully [1] I have to make sure I've walked to find signal on the Saturday or risk losing my streak [2].
Besides disliking the differences between the experience, and the removal of features such as offline lessons, for the most part I'm pretty happy with Duolingo. I'd love to see a search feature though, so if I want to get to lessons on a particular verb or topic it's easier.
Duolingo has an offline feature also and they allow you to complete a couple of lessons offline. Once you get online, your progress is uploaded. I wanted to see if there is a way to upload a back-dated progress to Duolingo. Fortunately, I had Duolingo installed on my tablet and it was offline at that time. So, I changed the date and time settings from 5th March 2018 to 4th March 2018, on my tablet as below:

The other two guys who have been fighting for the top all week, before Sunday 4 AM had more than 5000 points of advantage. They have been offline some hours before the end of the league, perhaps they understood today my message on Monday...
I don't think it is some parallel web sessions because he was "offline" during hours before his last action: he just connects (green circle on the user) and make his move.
I don't think it is some bug on the servers with the lags, repeating points for a single lesson, ... It one of that was the case it will be in someway uncontrollable, and whatever he does, he does on purpose, with the points he just needs and at very precise moments.

Some of these apps, like Memrise Pro, Busuu Premium, and Clozemaster Pro, offer offline learning options with their premium subscriptions. However, you may need an internet connection to access all features and updates. To use TalkPal, you will need to be connected to the internet.
As I was researching this very question, I saw a Duolingo blog post (or "news" item on their site) that said now everyone, not just paid members, gets a few downloaded lessons at a time. This occurs automatically as you work on a lesson, and your next lesson will auto-load onto your device. So probably you were working on downloaded offline lessons then just ran out of downloaded content.
A great example of this trend is Duolingo, the language learning app that has grown to over 300 million users and 80+ language courses. Now, the online platform is also focusing on offline, hosting over 2,000 gatherings around the world every month where members can practice their languages together.

To do speech recognition offline, the speech recognition engine must be embedded within the browser. This is possible and we may do it eventually, but it is not currently planned for Firefox. We will, however, be testing offline speech recognition in Firefox Reality for Chinese users early in 2020. Depending on how those tests go, we may plan to extend the functionality elsewhere.
At one point back in 2015, there was an offline speech recognition engine (Pocketsphinx) embedded into Gecko for FirefoxOS. It was removed from the codebase in 2017 because it could not match the quality of recognition offered by server-based engines using deep neural nets.
Google Translate is getting much better, but it's not always completely accurate and sometimes produces a translation that doesn't provide the desired meaning. One point to consider is that you'll need a data connection on your phone, unless you download the offline version of the dictionaries for each language.
There are lots of great apps and websites to learn languages. It's important to know if they work offline before you go. Some of them are good for lessons and others are good reference tools like dictionaries.
Vidalingua makes reference tools that are complementary to most of the others such as French Translator Dictionary + There have most of the other European languages as well.
You can use it to translate phrases and lookup words in the dictionary. But it also has verb conjugations and flashcards.

> Update: I heard Google Listened to the suggestion! and now in new android studio versions, when you start a new project, a popup will come with option to either build with gradle online or offline.. Great for you all..
The app allows offline access to lessons and resources, which is useful for mobile learners. Users are able to keep studying with the help of this function without always requiring an online connection.
Both applications offered offline access, which was very helpful when I needed to study without an internet connection or while traveling. I found the ability to download courses and continue studying even in far-off places to be a really helpful tool.
The smartphone app also provides offline access to the lectures and activities, enabling students to keep practicing even when there is no internet connection. Travelers and people with restricted connection benefit from this offline mode.
