The Concept of modifying Party Politics seems straight forward, each of our Parties needs to agree on some very simple house cleaning rules but fair enough to be adopted by the Uganda Electoral Commission as a Party governing principle. The Uganda Electoral commission ought to be on the front lines pushing for Principles that will enhance Party Democracy and thus help ease us out of the current dilemma!
Even though term limits were lifted constitutionally much to the chagrin of many Ugandans- Our Legislatures and the Electoral Commission can find a solution to the current Dilemma in the NRM Party. No one joins and works hard at the top echelon of such a Party -without leadership ambitions.
To ensure that Parties to not stifle unfairly such progressive folks, we need to change our policy and political framework on presenting incumbent seat holders for the third and fourth term.
The Party that has an incumbent Presidential candidate will be given a choice of only two terms of "3 YEARS" duration. If the Party wants to present the same candidate for the third and other subsequent terms,of which a limit should be put to the ballot as well;It will have to present other candidates that have been waiting for a turn to contend and the incumbent Presidential candidate(seating President) will have a Primary voting session with all other candidates vying for the position. Registered Party voters will have go to the ballot during the Primary session to make the choice as whom they think will best represent their Party in the General elections, held a few months with candidates from all the other parties.
Folks in the Party leadership should not be allowed to make the decision of presenting a Sole incumbent candidate,without additional competition from other Presidential contenders from within the Party, other voters not in the leadership circle should participate in that decision process by voting in the Primaries for all candidates vying for the same seat from that particular party, this ought to be the process for many of our incumbents running for subsequent terms in varying political seats in all Ugandan Parties.
