Police everywhere is a necessary evil . Without the police the liberties many of us take for granted would melt away. The challenge is how to balance liberty and security concerns. Those of us who live in the West know how that changed after 9/11. The pendulum swung in favour of security over liberty.
The problems with Ugandan National Police or Police force are structural. They are poorly paid so many lack the motivations. Many are GIGO so they lack the ability to do the job. So you cannot expect to have an excellent force dominated by poor performers in national exams. Police in Uganda or Africa for that matter is the employer of last resort! To make progress the state has to pay them way better. better wages attract high caliber recruits who can be trained in the basic of human rights.
Let the IGP or the new Nabakooba tell us more: what are the cut off points to join police? How long is police training? How much are they paid?
Granted, there are many University graduates, but the majority are still O'level chaps who barely passed.
The IGP should be lobbying YKM for better terms of service for the police.

Uganda Police Force has rebranded to Uganda National Police.
The Inspector General of Police Gen. Kale Kayihura said on Friday the Constitution will be amended to reflect Police's change of name.
Kayihura told a meeting at Hotel Africana in Kampala that he rejected a suggestion of change to Uganda Police Service because “cops are not waitresses.”
