Fellow Ugandans,

The good  General ought to have read Shakespeare's Romeo and Juliet with that well known phrase "What's in a name
"?  Juliet is a Capulet and Romeo is a Montague and the two families hate each other -sounds familiar? much to the dismay of these two who want to get married- thus the issue of the import of a name surfaces in light of all things being considered:

" Jul.  O Romeo, Romeo! wherefore art thou Romeo?
Deny thy father, and refuse thy name;
Or, if thou wilt not, be but sworn my love,
And I’ll no longer be a Capulet.        40
  Rom.  [Aside.]  Shall I hear more, or shall I speak at this?

Thou art thyself though, not a Montague.
What’s Montague? it is nor hand, nor foot,

Exactly: Ugandans could care less what name their Police is called -they are quite concerned and upset about the mafiarization and militarization of their Police. General Kale Kayihura, is not innocent in this endeavour as revealed in the tapes and as an officer of the court who swore to uphold and jealously guard the law from all sorts of subversion. He is answerable to the Judiciary and a court officer indeed -the onus is upon his good offices to either resign or begin a soul searching journey of rescue the entire Police force out of the filth and grisly tactics associated with allying with Political Parties. He has got to come out and address the People of Uganda and other observers -that he is above all that foray and ready to pipe in a new direction.

He is supposed to be apolitical as a Ugandan civil servant in the position of IGP,  even members of our Military need to take this lesson to heart if we are ever going to build a kinder and gentler nation. I hope he can see that most of his problems are stemming from that unholy alliance -why else would a World Class Police Chief have interest and a design into the demise of Presidential aspirants -to the extent of partially blinding one by a senseless Police raid on his vehicle. The tear gassing of innocents merely raising the issue of unfairness in the treatment of fellow Ugandans -is clearly against everything he was taught in Law school! In time all learned Ugandans have got to hit a self check chord - to realize how off the kilter they have been riding this ship. Is it a Ureka moment for not General Kayihura alone but even other Lawyers in this administration -kyaba too much!

Police everywhere is a necessary evil .  Without the police the liberties many of us take for granted would melt away.  The challenge is how to balance liberty and security concerns. Those of us who live in the West know how that changed after 9/11.  The pendulum swung in favour of security over liberty.
 
The problems with Ugandan National Police or Police force are structural. They are poorly paid so many lack the motivations. Many are GIGO so they lack the ability to do the job.  So you cannot expect to have an excellent force dominated by poor performers in national exams. Police in Uganda or Africa for that matter is the employer of last resort!  To make progress the state has to pay them way better. better wages attract high caliber recruits who can be trained in the basic of human rights.
 
Let the IGP or the new Nabakooba tell us more: what are the cut off points to join police? How long is police  training? How much are they paid?
 
Granted, there are many University graduates, but the majority are still O'level chaps who barely passed.
 
The IGP should be lobbying YKM for better  terms of service for the police.

Uganda Police Force has rebranded to Uganda National Police.

The Inspector General of Police Gen. Kale Kayihura said on Friday the Constitution will be amended to reflect Police's change of name.


Kayihura told a meeting at Hotel Africana in Kampala that he rejected a suggestion of change to Uganda Police Service because “cops are not waitresses.”

The Police chief explained that, “Ugandans hate the word Force. Rebranding is meant to address those fears.”
