 1.   When the question ask "does the site..." or "does the government
      website..." does it refer to national portal?
   Yes, but it may not necessary be only one particular national portal for
      one country. For instance, for some countries, there is a portal for
      information, one for services and another one for citizen engagement
      (e-participation)

   2.   When the question ask "does the government provide/promote/report so
      and so issue?" does it have to come from the national portal or would
      information provided by government authorities, in some case the
      Ministry of Information, be sufficient?
   Yes, it be from other websites but should not be too obscure (meaning
      that you should not take great effort for find this feature; rule of
      a few clicks from the national portal)

   3.   What is the different between question 64 and question 81?  And what
      is the different between question 13 and question 76?
   Question 64 refers to the use of WAP/GPRS, which are forms of
      traditional mobile technologies which allow phones to have some form
      of access to online information, like checking of weather, etc. There
      is no full Internet access like with the use of smartphones. The
      words "WAP" and "GPRS" may actually be used. These are still used in
      some countries with proliferation of feature phones (the generation
      of phones before smartphones).
   Question 81 is about free Internet access like the provision of Internet
      kiosks through government community centres, or free WIFI in public
      areas to enable public to have access to Internet through their
      laptops, tablets or smart phones.

   Question 13 "How many cabinet level ministry/department websites are
      directly linked to the home page?" is specific about Ministerial
      level websites, while Question 76 may include any other governmental
      websites, such as quasi-gov agencies, etc.

   4.   Regarding question 62, what kind of feedback is the questionnaire try
      to obtained?  Is it the feedback on government news/announcements or
      is it the feedback on the design of the national portal or is it the
      feedback on proposed laws or regulations?
   Any kind of feedback will be counted for this.

   5.   Regarding question 65, if the main site does offer read the content
      service, does this function have to work too?  Or just an option
      offerred would be enough?
   One should test the function. If it is not working, it should not be
      counted.

   6.   Regarding question 81, what government level can make the statement
      about the free internet zone/kiosk? Could it be municipal/local
      government or does it have to be ministerial level?  And what type of
      statement can be consider?  Does an introduction about free internet
      kiosk can be found in certain area of the city could be sufficient or
      it has to be a full direction of what it is and where to find it?
   Any governmental level including national, municipal, or local levels
      will be counted. It should have general information and some details
      to allow the user to locate the free kiosks, or at least how they may
      obtain more information.

   7.   Regarding question 92, is the instruction provided by the national
      portal on how to do it with different internet browser sufficient or
      does it have to be a full function next to the articles/news?
   This has to be a working function but we allow that it may only work on
      specific browser type.

   8.   Regarding questions 150 - 153:  does "payments" here refer to
      payments to any government services and what options of payments are
      available?
   Yes, this refers to any form of payments; the options are specific to
      the question (counter/phone/kiosk/mobile phone); there is no need to
      consider the other options such as credit card, account credit, etc.

   9.   Regarding questions 165, do links to foreign governments' embassy
      within the country count?  Or does it have to be official site of
      regional government entities?
   This questions refers to other governmental offices (local, municipal,
      etc) so it must be within the country geographical region. Embassy
      websites are not considered in this context.
