Quite a while ago (but within the last year) I think we discussed
this -- or something very much like it -- in either Novell-Group or
Net-People.
We also discussed that some S/W cannot use the symbolic form, and are
stuck with 128.etc.etc.etc.
We also discussed the turnaround around here, and must reckon with
the fact that some of us are forced into net-admin duties due to
attrition, and we don't always have a clue as to what you're even
talking about. (In other words, some users will not benefit from
your announcement or your warning.)
In my case, I discovered a Mercury-related mail-forwarding problem,
and tracked it down to using the wrong relay. Now I use the numeric
format you gave above. (This if memory serves.) I'm sure there are
other administrators that will not know what corners of their S/W will
be affected. The only reason I looked at Mercury and discovered the
relay problem was because I was looking into Mercury to solve another
problem, so had to come somewhat up-to-speed, etc., etc., etc.
