Subject: [AAYP Uganda] FW: Safety awareness - General Elections 2011

Dear all

It is about 8 days to presidential and parliamentary elections. So far, the campaigns have been peaceful to a greater extent in most areas. This may imply peaceful conduct of the election process but may not necessarily guarantee the same. Therefore, there is need to prepare for any eventuality.

Below are some useful tips:

·         Avoid politically charged gatherings, wherever they may be.

·         Stay clear of political rallies, find alternatives to get your candidate elected.

·         Conceal your political affiliation as much as possible.

·         Always be alert and aware of your surroundings.

·         Avoid getting involved in political arguments.

·         If caught up in a situation of political frenzy, don’t flash any party sign or disclose your political affiliation.

·         Do not under estimate any situation involving crowds moving for political purposes, they can easily degenerate into chaos.

·         Keep a 2weeks supply of all house hold basics at home, water, food, fuel etc

·         Keep your communication equipment on, it is important for monitoring purposes and updates.

·         Prevail over family members to desist from active involvement in partisan politics.

In case of spontaneous political Encounters such as protests and demonstrations:

·         Act fast and if possible divert and move to the nearest point of safety. Do not oppose and demonstrate in any way.

·         If driving, roll up your windows and move to the edge of the road and stop to give way to the mob.

·         Maintain general eye contact; do not stare or concentrate on any individual.

·         Where possible, avoid communication during the time as you stand to be misunderstood.

·         Do not make any attempt to take photos or record the proceedings.

·         If confronted, do not overreact, remain composed and calm.

·         If joining the procession for strategic reasons will help ensure your safety, please do so cautiously, but keep in reasonably safe zone if procession. You

should be conscience to pull out the procession at the earliest opportunity.

In situations of insecurity:

·         Secure yourself by taking refuge in safe place.

·         Assist your dependants when you can by sharing information with them.

·         Do not put your safety in jeopardy to aid others unless you deem it safe.

·         Do not let yourself be carried away by hysteria.

·         Try to decipher as much information as possible about the nature of the insecurity e.g. who the perpetrators, numbers, location, equipment involved, motive, mode of operation etc.

·         Do not go out until you have ascertained that it is safe to do so.

During Election:

·         If you plan to vote upcountry, travel the day before, where possible.

·         Avoid party symbols as you go to vote; do not show partisanship in any way.

·         After casting your vote, return home.

·         Keep a safe distance from polling centers

·         Always let someone know where you are going.

·         Where possible, stay away from tallying centers as results come in.

Post-Election Period:

·         Stay clear of crowds: whether celebrating victory or demonstrating against results.

·         Do not stay out late.

·         Stay close to your home or places of safety.

Stay Safe!
