1. Internet Pioneer Jon Postel Died Following Surgery ................... 45

Jon Postel, an Internet pioneer and a leader in the battle to privatize
the Net's management of the essential addressing system, died October 17
from complications from heart surgery. Postel was 55.

On Oct. 2 Postel presented what he called a consensus solution from the
Internet community to the Clinton administration -- a plan to put
management of the addressing system into the hands of a private
non-profit group.

Postel was director of the controversial Internet Assigned Numbers
Authority, the agency that assigns Internet addresses throughout the
world. It assigns top-level domains and IP numbers to registries, which
in turn distribute them to Internet Service Providers and users.

Under its proposal, a group of nine Internet pioneers would supervise
three separate groups under which industry and non-profit groups would
present plans for supervising domain-name registration. The group would
also shepherd assignment of numeric addresses and coordination of
technical standards.

A researcher at the University of Southern California's Information
Sciences Institute, Postel is credited with being a founding father of
the Internet.

He received his B.S. and M.S. in Engineering, and his Ph.D. in Computer
Science from UCLA. While at UCLA, Postel became involved in the
beginnings of the Advanced Research Projects Agency Network, ARPANET, a
precursor to today's Internet.

Postel took on his important work quietly -- few outside the Internet
community knew his name. It was only as the Internet went mainstream
that corporate disputes arose over domain names - and subjected Postel
to lawsuits. He was also dragged into a conflict with Network Solutions
Inc. the firm that registers the .com, .org and .edu addresses.

Postel attended the same high school as MCI Vice President Vinton Cerf,
who announced Postel's death Saturday.

The "1998 North American Tour Ensemble of Chinese Star Artists" will
come to Chicago on Nov 15th to give a performance.
Jointly sponsored by the Chinese Ministry of Culture, Si Fang
Business and Professional Association at Chicago, and other Chinese
art groups, the "Chinese Star-Artist Ensemble" will tour nearly ten big
cities in Canada and the United States. On November 15th, the ensemble
will come to Chicago to give one performance. Selected from among the
backbone actors and actresses of those song and dance troupes, the stars
of this ensemble are all first-rate artists who represent the very best of
China's music and dancing professionals of 90s. The coming performance
will include different styles of music: Western style, popular style,
classical style, and will integrate songs and dances into a
large-scale, comprehensive artistic performance. Performers will include

INS MEMORANDUM INDICATES RACIST STANDARDS MAY BE USED IN NATIONAL
INTEREST WAIVER CASES

The INS' Chief Adjudications Offices from the Four INS Regional Service
Centers recently released a memorandum on standards for
National Interest Waiver cases. Aside from containing valuable
information on these cases, the memo appears to show the agency is using
illegal discriminatory standards in these cases. The memorandum was
recently sent to the American Immigration Lawyers Association to assist
attorneys in preparing cases after an important decision was recently
issued in the courts.

The controversial section concerns the preparation of testimonial
letters by experts documenting the applicant is benefiting the
nation. Such letters are often seen as the most important evidence
submitted in an NIW case. The INS was discussing which types of
letters would be the most effective and which types would be discounted.
The following language was used to describe the standard:

"It should be remembered, however, that testimonial letters from
low-level colleagues, former college instructors, co-workers, etc. --
particularly when the affiants of such letters appear to be/have been
aliens themselves, and of the same nationality as the beneficiary --
could raise CAO eyebrows and may be subject to greater scrutiny than
those more objective letters from high-level officials of recognized
major organizations."

The language appears to show that INS officers look to the ethnicity of
an expert to determine credibility. Presumably, if an expert has
a foreign-sounding name, especially if the name sounds to be of the same
ethnic group as the applicant, the testimonial letter will not
be considered as seriously.

A survey of several immigration lawyers around the country indicates
that many feel the INS always used such standards, but most
were shocked that they would admit to it in writing.

CTSU is a well known international research institute working on cancer and
vascular disease. We are looking for an enthusiastic person with a strong
interest in programming for medical research, to help develop computer
software and provide database support for a research team working on Chinese
clinical trials and epidemiological studies. The appointee will work closely
with epidemiologists, statisticians and other programmers in the unit, but
must also be capable of working independently.

Applicants must have:-
* A good degree
* At least one year's programming experience in Visual Basic or Visual C
* Experience of data management using Access or another similar package
* Evidence of competence in a numeric or scientific field
* Good communication skills and the ability to work effectively in a team

In addition, knowledge of Chinese would be useful.
