2. Stanford Student Lian Huang Died in Swimming Pool .................... 35

Lian Huang, 26, a second year Ph.D. student in economics of Stanford
University, drowned Aug. 7 in a backyard swimming pool in Palo Alto. The
death appeared to be accidental.

Huang had been taking swimming lessons this summer. In that late afternoon
(about 5pm), he started to practise swimming in the pool of his landlord's
(an old couple), as he had been doing so regularly for the past few weeks.
At about 6:30pm, the landlord and his wife looked for him (since he was
not in his room) and found him in the pool. They contacted the Stanford
Hospital and the local police. It was already too late when he was rushed
to the hospital. He was pronounced dead at 7:20pm and his family was
notified afterwards by the the hospital through a translator.

Huang, who was born in Wuhan, graduated from Wuhan University in 1994.
Then he entered the Graduate School of People's Bank of China. He came to
Stanford in 1997 to pursue a doctorate in development and international
economics. He received a fellowship last year from the International
Monetary Fund and was serving as a teaching assistant this summer.
He was proceeding upon the prescribed path toward a Ph.D. degree with a
good academic record.

About 120 people gathered in the memorial service held at Stanford
Memorial Church on August 12. They wish to extend their condolence to his
family and friends in this time of grief. Lian is being and will be deeply
missed by all of those who have enjoyed his joyful presence.

The Association of Chinese Students and Scholars at Stanford University
(ACSSS) has established a special account for donation in order to defray
expenses associated with this tragic death. Donations in memory of Lian
Huang may be sent to Dachen Chu, Department of Physics, Stanford

3. IFCSS Changed to An Individual Member Based Organization ............. 48

Independent Federation of Chinese Students and Scholars Holds Ninth
Convention

The Ninth Convention of Independent Federation of Chinese Students and
Scholars (IFCSS) was held in Fairfax, Virginia from July 24th to July
25th, 1999. Delegates from universities, research institutions, and
businesses attended the convention. Issues relating to the growth and
development and various projects of IFCSS were discussed, and a new term of
IFCSS officials was elected. The convention adopted a major change to the
bylaws of IFCSS, converting its structure from that consisting of
organization members only to consisting of diverse members, including both
organization and individual members, with only the latter being the voting
members. This change was made in response the changes that had occurred in
the Chinese students and scholars community, and the new structure will
serve as the bases for the future long-term growth of IFCSS.

The convention elected a nine-member council as the new leadership of
IFCSS. The Council appointed Mr. Yi Danxuan as the President of IFCSS, and
Dr. Xing Zheng and other two council members as the Vice Presidents. The
other Council members include Ms. Huang Ciping, Mr. Lu Wenhe, Dr. Li Gang,
and Mr. Pan Qiang. Ms. Huang Ciping serves as the current Chairperson of
the Council.

During the two-day convention, a series of resolutions were adopted,
including the resolution demanding the Chinese government to stop the
persecution of Falun Gong believers and exercisers, the resolution to
appeal to the beneficiaries of the "Chinese Student Protection Act" (CSPA)
to sign the petition letter initiated by Wang Dan that urges the Chinese
government to re-evaluate the June 4th movement of 1989. In his speech
after being elected, IFCSS President Mr. Yi Danxuan stated that IFCSS,
which was born at the height of idealism, is now faced with many new
challenges. He said that in order to renew and expand the influence of
IFCSS among the Chinese students and scholars in the US, the new term of
IFCSS will work with the Chinese students and scholars, improve the IFCSS
services for them, while at the same time continue the effort to promote
democracy, freedom, and human rights in China.

diagnosed as ulcerous hype-differentiated mucous adenoid cancer. In
Chinese, it is named as 溃疡型低分化粘液腺癌 (in GB). She is now in
desperate need to get help from hospitals. She would accept any
treatment even serve as an experimenter. If anybody has any information,

6. Obituary - St. Joseph's Professor Jie Pan ............................ 48

It is with great sadness that we inform you the death of Jie Pan, 36,
associate professor in the Department of Mathematics and Computer Science at
St. Joseph's University.

Jie Pan passed away on Tuesday, July 13, 1999 of respiratory failure at
Ruijin Hospital in Shanghai, China. He was diagnosed with Systemic Lupus
Erythematosus in June, 1999.

Born in October 1962, Jiangxi, China, Jie graduated from Jiangxi University
at age 20. In 1985, after being selected to study abroad by the Chinese
Academy of Sciences, he came to the University of Massachusetts at Amherst,
earning a doctorate in applied mathematics in 1992. He joined the faculty
at St. Joseph's University the same year and was promoted to associate
professor in early 1998.

Jie touched the lives of many people. He was a devoted father, a loving
husband, a loyal friend, a good brother, a filial son and a mentor to many
students. He was well liked and respected by friends, colleagues and
students. Jie enjoyed broad interests, such as sports, literature,
philosophy, and travel. He also coached his son's Pee Wee soccer team.

Jie Pan is survived by his wife, Xin Li; son, Jason, 8; daughter, Subrina,
4; father, Meihua Pan; mother, Hongyan Xia; and a brother and a sister.

A memorial service was held in Shanghai Ronghua Memorial Hall on Saturday,
July 17. In Philadelphia, a memorial mass will be held at the Chapel of St.
Joseph on the St. Joseph's campus Tuesday, July 20. The university
officials said a larger memorial for the fall semester is being planned

Jie Pan's wife Xin Li and children will escort his ashes back to the US on
July 29, 1999. Burial is being planned.

- ACSE to Hold 7th Annual Convention, September 11, 1999

Featuring a theme of "Chinese in America: Contribution and Challenges in
the New Century, the Association of Chinese Scientists and Engineers-USA
(ACSE), the largest Chinese American organization in the United States,
will hold its 7th Annual Convention on September 11, 1999, at Hilton
Hotel, 3003 Corporate W. Drive, Lisle, IL, a suburb 30 miles west of
Chicago downtown.

ACSE's Annual Convention this year will be the last such large scaled
convention of Chinese American professionals this century. With a seven
year history, it is a time for the organization and its members to review
its achievements and lay down a development plan for the upcoming 21st
century. The turn of the century is ushering in a new era of international
competition and cooperation. In this exciting era, China and the United
States will be definitely two great nations that will play a key role
respectively. For Chinese Americans who bear educational and cultural
heritages from both nations, it will be certainly an era with great
opportunities as well as challenges. How are we going to embrace the
opportunity and face the challenges? How are we going to live in the
American society as a minority and succeed in our professional life? How
can ACSE better serve its members to achieve their individual and common
goals? We may not be able to answer all these questions within one day of
the convention, but we can definitely start to help ourselves find answers
by coming together to the Convention and put our thoughts to actions
afterwards.

ACSE's annual convention is a time to review the organization's work in a
year. The Convention will start with an annual report by Dr. Datong Wei,
the incumbent president of ACSE. The annual convention is also a time of
renewal for the organization. In the weeks before the convention, ACSE
members will cast their vote to elect new leaders. The ballots will be
counted by an election committee, and the result will be announced in the
Convention by Dr. Jianshu Luo, the Council Chair.

Among the honor guests of the morning's opening ceremony will be the Mr.
WEI Ruixin, the consul general of the Chinese Consulate in Chicago, Mr.
SHEN Guofang, the Deputy Chinese Ambassador to UN, and Mr. Minder, the
president of Mid-America Committee. Mr. SHEN and Mr. Minder will deliver
keynote speeches.

In the afternoon, there will be a number of concurrent sessions held for
participants with different interests. The topics range from in-depth
thoughts on modernism and modernization, technical overviews of hot areas
such as e-commerce and telecommunications, and practical tips on
investment and business opportunities. Towards the end of afternoon, there
will be a general panel discussion session showcasing the professional
societies of ACSE. To help its members to start and further develop their
professional career, there will be a Career Fair in the afternoon, which
will be participated by 40 to 50 leading employers.

THE THIRD TECHNICAL SYMPOSIUM ON
"IMPORTANT ISSUES OF TRANSPORTTION DEVELOPMENT IN CHINA"

Organizer: North America Chinese Overseas Transportation Association

The rapid economy development in China in the past two decades has
dramatically promoted transportation demand. With limited resources and
infrastructure, such demand has definitely raised critical issues and
concerns related to planning, management, design, construction, investment,
marketing, environment, employment, and other social/economic impacts. The
purpose of this technical symposium is to provide a good opportunity to
openly discuss these issues and to exchange concerns among association
members. With the experience and knowledge of the best transportation
systems in the world in North America, it is believed that such discussions
should have practical impacts on future transportation development in China.


This technical session will focus on concerning the following issues: (1)
The feasibility of private cars development in China, (2) How to utilize
effectively ITS and other advanced techniques in China, (3) Transportation
Safety in China, (4) Urban transportation situation in China, and (5) The
negative effects of transportation on environment in China

There is no formal format for abstracts. However, to better present the
topic, it is encouraged to submit an abstract as detailed as possible. The
abstract could be written in either English or Chinese. The deadline for
submitting an abstract is November 15th, 1999. Name, address, affiliation,
e-mail address, phone and/or fax number, and other necessary information for
the committee to communicate with you must be included in the abstract.
