While the U.S. economy continues its fast growth, especially in the
industries of computers, telecommunications, and health care, the
lawmakers are considering to change immigration laws to make it
easier for people with skills to work in the country, AFP reported.

The immigration system must change to help industries to find needed
qualified workers, James Edwards, author of The Congressional Politics
of Immigration Reform, told the House immigration subcommittee.
A skilled immigrant is better equipped for economic success and more
likely to crate wealth and jobs, said Edwards.

William Archey, president of the American Electronics Association,
appeared before the lawmakers, too, to testify the shortage
of skilled workers in the U.S. high-technology industry.

Archey cited a statistics that 38% of MS degrees in computer science
and 46% of Ph D degrees were awarded to non-US citizens by U.S.
universities. Many of them have difficulties to get work visas in the
United States. On the other hand, Congressional statistics shows that
skill level of immigrants has been decling in recent years. About
300,000 foreigners without high school educations legally immigrate to
the country every year, according to Rep. Lamar Smith.

Eexperts testifying in the Congress called for new immigration policy
with emphasis more on the skills rather than family relationship.
They proposed new standards such as educational achievement, ability
to speak and understand English, the education level of the spouse.

Not all the committee members are equally enthusiasm about the
proposed change. Some of them recalled their parents and grandparents
coming to this country with nothing more than courage and willingness
to work hard.

Last Friday there was a meeting at Johns Hopkins for the Washington, DC
and Maryland local networking groups. Two representatives of the Visa
Office at the Dept of State were there and we discussed China extensively.
No mention was made of any such memo and I am quite sure that if such a
memo had been sent we would have been told.

As some of you may be aware, there was an incident with a group of Chinese
high school students who came for a short-term program and have not
returned to China. The students are apparently seeking other options to
remain in the U.S. and study. Both State and USIA are very aware and
interested in this group. The main reason that State is interested is
that this group was recruited in China with the knowledge of the Consulate
in Shanghai. We were told that the U.S. recruiter met with the consular
officials in Shanghai and discussed the program, the students were only
recruited from the upper levels of government and business. The intention
of the recruiter was that the group would return and they did everything
according to the book. If any group of students would have strong ties to
China it would be this group. The concern from the State Department is
that if this group did not return, who is going to return? We did not get
the impression at all that students will not be issued visas due to this
situation. But we need to be aware that this is in the mind of the
officers.

(1) She Is not Superior to Her Own People: Chinese

"Maybe what happened to me is a sign that despite all the hard work I
have done to contribute to my community and my country, that I am still
regarded as Chinese and that this treatment can come at any time."

So, she thought that after all her hard work and contribution to
Canada, she should not be treated as a Chinese? She thought that she
should be treated differently from those "Chinese visitors who didn't
understand English"?

She should not have been treated as a criminal as no Chinese deserve
such treatment. However, the author sounds like that she is different
from the rest of the Chinese because she has been a Canada citizen for 9
years and have made contributions to her Canadian country.

That is a rather stupid reasoning. I had thought that lawyers think
better than other people do. Is she ashamed of BEING a Chinese?

I think that this experience should teach her a lesson not to think that
she is superior to her own people. She is always a Chinese no matter how
many years she has been a Canadian citizen. She should fight against
discrimination on behalf of all Chinese not just Chinese Canadians.

(2) This Story Is Outrageous

This story is outrageous. No one should be treated like that regardless
of her/his ethnic origin or nationality. This is abuse of power by the
immigration officers. Ms. Zheng Anderson should contact some of the
witnesses at the secene and send her story to Detroit local newspaper or
some influential media organizations. This has not been the first
outrageous stories that I have heard about the abusive treatment of people
of Chinese origin. We need to let the public aware of the unlawful and
inhumane practice exercised by the immigration or law enforcement officer
of the United States of America. These evil-men deserve some public
exposure about their behavior.

(3) The Story Not Surprising

I would like to contribute my comments as an anonymous CND reader.
Zheng Anderson's story did not surprise me at all. The US Immigration and
Naturalization Services' style is world-famous. The officers working for
the "Services" are always being served at work. I remember one bus
driver's announcement to his passengers at the border. "In the next few
minutes the officers will be your God. Don't say anything unnecessary.
They may make you suffer for life." Surprisingly, I once saw some phone
numbers and addresses posted on the border that allow people to complain
for mistreatment. I remember it was Justice Department.

I would like to give Zheng Anderson my full support and wish her best
luck.

(4) Chinese Holding Foreign Passport Superior to Other Chinese?

The story about a Canadian Chinese lady detained in the Detroit Airport
made me pause and ponder a long while. I certainly have a sympathy with
her misfortune.

But here I would like to point out that after many years living in
Canada and being married probably with a non-Chinese she certainly
expressed a high level of supremacy over other Chinese. I would say such
attitude is rather prevalent among a certain group of Chinese in North
America. I wonder whether it is feasible for CND-US to publish all the
comments about this story you have been receiving online. I think this
will help to promote a sense of Chinese community oversea.

In an earlier article (CND-US, March 20, 1999), Jiang reported a mishandling
of Chinese authors with firstname containing 2 Characters by Institute for
Scientific Information responsible for producing Scientific Citation
Index. Thanks to all of you who have contacted Ms. Clark. The director
Ms. Helen Atkins warmly responded to our concerns. It turns out that the
Institute for Scientific Information can correctly count the number of
citation in their original database despite their treatment of initials.

The error originates from the method of using SciSearch.

the University of Illinois at Chicago. Candidate should have a Ph.D
degree, and experienced with cellular, molecular and biochemical techniques.
Experience with cell cycle, DNA repair, and apoptosis are desirable.
Projects involve molecular and functional characterization of a novel
candidate tumor
suppressor(unpublished data), and roles of DNA repair in genetic
instability.
Alternatively, yeast genetics approaches can also be used to characterize
the
yeast homologue of this candidate tumor suppressor gene. Standard benefits

Genetics, the Mount Sinai School of Medicine (MSSM) has research associate
or staff position, depending on qualifications, available immediately. The
successful candidate will be responsible for both service work and
collaboration research work for the identification and characterization of
proteins by mass spectrometry.

Qualifications include a Ph.D. or M.Sc. degree in Chemistry or Biochemistry
with experience in protein chemistry. Background in mass spectrometry and
HPLC is an advantage but not required. We will train you mass spectrometry.

MSSM is a medical institution located in upeastside downtown area of
