We are shocked and outraged by the tragic bombing of the Chinese Embassy
in Belgrade by NATO, in which three innocent Chinese people were killed
(two journalists) and more than 20 were injured. Though NATO subsequently
claimed that it did "not intentionally target the Chinese embassy" and "by
error on bad data", which could not cover up the bloody facts. We strongly
condemned the NATO bombing of the Chinese Embassy in Yugoslavia, which is
in violation of the international laws and norms of international
relations, unacceptable.
We express our deepest condolences to the families of the innocent victims
of that deplorable tragedy. We strongly protest at the NATO attack on the
Chinese Embassy at Yugoslavia. We firmly demanded NATO administration
should:
1. Seriously investigate the attack and publish their investigation
results in details, then accuse criminals;
2. Earnestly apologize to victims and their family;
3. Completely compensate all victims for the loss;
Meanwhile, we sent a message to those outraged protesters in Beijing,
Chengdo, Nanjing, Guanzhou, Shanghai, Lanzhou, Hong Kong and Macau to take
a rational protest instead of unbridled one. Their indignation can be
completely understood, however any violent protests, such as attacking
U.S. consulate, damaging the consul's residence can not help solve the
problem, but make situation complicated, cause more damages.
The best way to express our grieve and anger is to tell your friends the
truth, to urge them join you to support our justifiable demanding by
sending out a message to the public and NATO administration.

To help China is to help yourself!
About two-hundred extremely shocked Chinese students, who learned that
Chinese Embassy in Belgrade was attacked by NATO missiles, demonstrated
at the American Consult General , Melbourne Australia during 2:00pm-3:00pm
Melbourne time (Bejing time 12:00pm-13:00pm) today , to shout againist
NATO and USA. Those students are from The University of Melbourne, RMIT
University, Monash Univ., Swinburne University and other universities in
Mlebourne.
We strongly condemned NATO?s act and express our utmost indignation.
NATO's barbarian act is a gross violation of the United Nations Charter,
international law and the norms governing international relations.
Especially, we condemned their missiles on Chinese.
Even though NATO said Saturday it did not intentionally target the
Chinese Embassy, but Pentagon spokesman would not confirm that a NATO
missile went awry. Then how can this ?accident? be explained.
On the one hand, US-led NATO is declaring itself as safeguard of world
peace, but on the other hand, it is acting as a provoker of international
war. U.S.-led NATO has been wantonly bombing Yugoslavia for more than 40
days, killing and wounding large numbers of innocent civilians and now it
even launched air strikes against the Chinese Embassy in Belgrade.
We urgently call on NATO?s explanation and pay for its attack on the
Chinese Embassy in Yugoslavia.
Further action and demonstration by Chinese students and local Chinese
community are under organization.

3. C100 Persuaded Energy Secretary to Issue a Directive on Spy Case ..... 55

When The Committee of 100 persuaded Department of Energy Sec. Richardson to
make a statement regarding the "Lee" case during its Friday
luncheon, the Steering Committee of 80-20 pitched in to assist.
We helped create a consensus that "Words are cheap, but
action counts."
We communicated with among others, Asst. Sec. Robert Gee of
DOE who was advancing C100 members for Sec. Richardson and
V.P. Charlie Sie of C100, who was the dedicated C100 officer
overlooking the "spy" case. We expressed the following
observation and suggestion:
"Isolated spy incidents, be they alleged or real, should not be
allowed to cast doubts on the loyalty of US scientists who
happen to be of the same ethnicity as the real or alleged "spy?"
To make sure that this particular incident does not adversely
affect the careers of AA scientists working in our national labs.,
we respectfully suggested for Sec. Richardson "TO ISSUE A
DIRECTIVE TO DIRECTORS OF ALL NATIONAL LABS. UNDER HIS
AUTHORITY." It shall instruct the directors to be vigilant in
uphold the "presumption of innocence" not only towards
accused spies but particularly towards all AA scientists not
connected with the case, and that there should not be "guilt by
ethnicity."
At the C100 meeting, Sec. Richardson AGREED TO ISSUE SUCH A
DIRECTIVE.
Such a Directive, when issued by Sec. Richardson, should
provide AA scientists, who feel that they have been treated
differently owing to the alleged or real "spy" case, with the legal
ground for taking actions against their superiors.
As a result, people in the audience were quite satisfied with
Sec. Richardson's statements. We trust Sec. Richardson will fulfill
his promises and thank him for his understanding of our
community's concerns. The 80-20 will do the follow-up work with
due diligence.
C100 remains the lead organization in this particular issue.
CONGRATULATIONS to C100 for a job well done.
The above is a good illustration of why organization such as
C100 and 80/20 are needed. There are certain things only A
GROUP CAN DO FOR A GROUP. Cozying up individually to the
political establishment won't do. Ch-Ams need to be aware of
such a political truism. Perhaps Chinese immigrants all
over the world need to be aware of it.

4. Criminal Aliens Can Be Deported Regardless of Political Persecution .. 15

[CND, 05/03/1999] Aliens with criminal record can be deported regardless
of possible political persecution in their native country, the U.S.
Supreme Court ruled Monday, May 2, 1999, CNN reported.
A lower court had ruled earlier that the Immigration and Naturalization
Serice could not deport a Guatemalan national for fear of threat due to
political reasons in the native country. The alien has a record
of bunrning buses, assaulting passengers, and vandalizging properties
while protesting governmental policies in Guatemala. The Supreme Court
ruled in favor of INS to deport the alien. (Yungui DING; Wei LIN)

(2) Two postdoctoral positions in Molecular Entomology

The Pest Management Biotechnology Unit in Great Lakes Forestry Centre,
Canadian Forest Service at Sault Ste. Marie, Ontario, Canada, consists of
Molecular Entomology, Molecular Virology, Insect Physiology, Tissue Culture
and Virus Ecology. The present research includes cloning and
characterization of insect and virus genes, hormonal regulation of insect
development, and development and application of genetically engineered
virus. We are seeking two highly motivated postdoctoral fellows to work on
molecular entomology projects, which have been established in cooperation
with universities and industries. One postdoctoral fellow will work on
juvenile hormone receptor, and the other will work on establishing molecular
screening systems for ecdysone and juvenile hormone analogs. The positions
are immediately available for 1 year and will likely be extended for two
more years. Successful candidates should possess a Ph.D with proven
expertise in molecular entomology, molecular virology, molecular biology,
biochemistry, or cell biology. Applicants should send their resume,

The International Symposium on Digital Earth (ISDE) organized by the
Chinese Academy of Sciences (CAS) is to be held on November 29 -
December 2,1999 at the International Convention Center, Beijing, China.
The Symposium provides an international forum for the people in
academia, industry, and governments in the related fields to present the
latest development and applications of Earth information technology and
to discuss the potential development of Digital Earth.
