Soochow (Suzhou) University is a key university of Jiangsu Province. Her
predecessor was Soochow University founded in Suzhou of China in 1901
and registered in the State of Tennessee, USA. Prof. Qian Peide,

from Suzhou to Dallas to attend the meeting.

2. Brown University PhD Student Arrested for Poisoning Ex-Girl Friend ... 28

[CND, 11/18/98] According to a report in November 17 World Journal,
GU Cheng, 24, a PhD student in Brown University, was arrested by Rhode
Island police under the charge of poisoning fellow students in Brown
University.

The World Journal report said that, a week ago, GU Cheng delivered a
Chinese dish to his ex-girl friend, XIAO Yunayuan, also a PhD student
in Brown University. Xiao and her American roommate ate part of the dish.
In next day, when Xiao's body was detected highly radioactive in her
laboratory and the school followed thorough investigation for the reason
of radioactive contamination of her body. The school discovered the
radioactive source in the leftover dish in the refrigerator in her apartment.

The dish was provided by GU and he became an obvious suspect. The Brown
University had suspended his studentship.

XIAO Yuanyuan and her roommate were luckily not hurt by the radioactive,
the radioactive level was determined too low to cause any body injury.

Both XIAO and GU graduated from Beijing University, they were classmates
and dating in the Chinese school. They broke up recently for unknown
reason, World Journal reported.

4. Former USTC Students' Memorial Service at Dallas ..................... 45

The memorial service for the Chinese student couple, Zhang, Wenge and
Zhang, Mingmei, who died of car accident in early October, was held in the
University Center at the University of Texas at Arlington (UTA) on
October 24, 1998.

The memory service was organized by the Friendship Association of Chinese
Student and Scholar (FACSS) at UTA and the Alumni Association of
University of Science and Technology of China (USTC) at Dallas. More than
ninety people from different universities, departments and organizations
attended the service. "The candle in the wind" was the theme music, and
the couple's photo was surrounded by wreathes and fresh flowers, one of
which was from the Chinese Counsel in Houston; the rest were either
hand-made by FACSS or presented by other organizations and individuals. On
behalf of the couples' parents, Mr. Zhang, Lei, the president of FASCC,
expressed his sincere gratitude to all the people who have offered their
help or donation. In an effort to save every penny in the Zhangs' memorial
fund, FACSS covered the whole service expense from its tight budget. After
the service, Zhangs' urns were escorted by the team, Zhang Lei, Ye Zhou,
Gu Zhiyong, and Wu Guoyu to the DFW Airport and sent back to Zhangs'
hometown, Anhui, China. Enclosed in the urns were Zhangs' pictures,
certificates of death and letters.

FACSS, USTC Alumni Association at Dallas and several other organizations
have formally established the "Zhang Family Assistance Fund" in the 1st
International Bank in Arlington, Texas, USA. All donation received from
various sources will be deposited into this Fund. The main purpose of this
Fund is to provide a long term living and education assistance for their 3
year-old daughter. We welcome all suggestions concerning the management of

RESPONSIBILITIES

The Program Officer will spend approximately the first six to nine months
splitting her/his time between New York and China, and will thereafter be
stationed in China. The Program Officer will be responsible for:

Conceptualizing and developing the foundation's educational
assistance/scholarship program in China;
Identifying and establishing relationships with appropriate educational and
training institutions in China;
Working with other foundation staff members to identify grant candidates;
Providing necessary support to grant recipients; and
Maintaining relations with grant recipients following completion of their
programs, as appropriate.

The successful candidate must:

be fluent in English and have excellent working Mandarin Chinese, written
and spoken;
be familiar with the educational system and academic institutions in China;
have experience working in China;
have excellent written and oral communication skills;
be organized and detail-oriented; and
be willing to live in China and to travel.

In addition she/he must have:

a minimum of two years related experience;
an undergraduate degree (graduate work preferred, but not required); and
experience utilizing Windows 95, Office 97 and e-mail.

Rapid economy development in China has promoted transportation demand
dramatically in past two decades. With limited resources and infrastructure,
such demand has definitely raised critical issues and concerns related to
planning, management, design, construction, investment, marketing,
environment, employment, and other social/economic impacts. It is timely to
have a second technical session to discuss these important issues and
concerns that may have impacts on future transportation development in
China. The purpose of this technical session is to have an open discussion
about these important issues and to exchange our concerns among our members.
With the experience and knowledge learnt in North America where there are
the best transportation systems in the world, it is believed that such
discussions will conclude some practically important issues that will have
certain impacts on future transportation development in China.
