To celebrate the last Chinese New Year of the century, the Association of
Chinese Scientists and Engineers (ACSE) will present the "1999 SOUND
SPRING", a music and variety show, to the Chinese communities in the
Chicagoland. Built upon last year's overwhelming reaction on the first
SOUND OF SPRING event, this grand show is expected to even further
enhance its artistic quality and perfectionism. The featured artists are
all the most popular stars and exclusively invited among top performers on
CCTV's Chinese New Year Eve Shows. They will be lead by the acclaimed
comedian Huang Hong and composed of popular national artists such as Yu
Jun Jian, Tu Hong Gang, Yu Kui Zhi, Hang Tian Qi , and Duan Xiao Jie;
Popular Singers like Yin Xiang Jie, Yu Wen Hua; Comedians (xiang4 sheng1,
yan3 yuan2) like Li Jin dou, Li Jian Hua, Bai Hue, Deng Xiao Lin, and Hao
Ai Min. The performance will take place on the evening of March 6,
Sutarday, in the magnificent Paramount Arts Center

2. Chinese American Scientists Won Presidential Awards .................. 40

Two China-born scholars, Weifu Lee and Pei Cao, and two Chinese-Americans,
Effle Wang Petersdorf and Sugih Jamin, won U.S. Presidential awards.
James Weifu Lee, who came to USA from China in 1985, received
U.S. Department of Energy's Office of Science Young Scientist Award (1998)
and the U.S. Presidential Early Career Award for Scientists and Engineers
(1999).
Another China-born scholar who also won the Presidential Award is Prof. Pei
Cao of University of Wisconsin-Madison. Prof Cao obtained her BS in
computer science from Tsinghua University, Beijing (1990), her MS (1992)
and PhD (1996) from Princeton University.
Two other Chinese American winners of the Presidential Award are
Dr. Effle Wang Petersdorf, a research scientist of the Fred Hutchinson
Cancer Research Center, and Dr. Sugih Jamin of University of Michigan.
Dr. Petersdorf was born in USA, and She obtained her BA from Harvard
University (1978) and her MD from McGill University School of Medicine
(1982). Dr. Sugih Jamin was born in Southeast Asia, and he obtained his
BA in UC, Berkeley, MS and PhD from University of Southern California.
The Awards ceremonies were great events. The DOE award was presented
by the U..S. Department of Energy Secretary (Minister) Bill Richardson in
his Conference Room at the DOE Washington Headquarter in the morning of
Feb, 10, 1999. At the ceremony, the Energy Secretary gave a very inspiring
speech along with other DOE officials such as Under Secretory Ernie Moniz
and Office of Science's Director Dr. Martha Krebs who also gave wonderful
speeches there.
The U.S. Presidential Award ceremony was held in the White House (At the
White House's Old Executive Office Building) from 1:30--6:30 pm of the same
day. The award certificate was signed by the President of the United States
William J. Clinton. This is regarded as "the nation's highest award
honoring outstanding young investigators at the outset of their independent
research career."

The current immigration process is unbelievably slow. Most of employment
based categories for China born and Indian applicants are not current.
For 2nd and 3rd categories, the entire process including Labor
Certificate application may take more than 6 years which leads
applicants to face the expiration of his/her H1-B visa. For the 1st
category, the situation is not much better as well. With the increase
of H1-B visa each year, this situation becomes worse and worse.
In view of the current serious backlog situation, a number of Chinese
Professional Associations and Chinese Student and Scholar Associations, as
well as other organizations, are working together to improve the
immigration situation. Plans are being considered to find some solutions.
A special web site http://www.cpaea.org/immigration/
has been developed to dedicated this purpose. The web site includes
several sections such as Immigration Information, Discussion,
Sponsorship, Links, and Survey. The Survey section is one of the most
important section because the data from survey will be used in the
reports that will be sent out.
So far, many people have visited the web site, filled out the survey, and
showed their enthusiasm and support. A lot of volunteers are working hard
on it, too.

position in the area of low-temperature geochemical experiments
concerning reactive transport of contaminants. Demonstrable
experience in batch and column experiments is required. Experience in
numerical simulation of solute transport is desirable.
The position is open immediately, and will remain open until filled.
Salary is up to $32,000 per year with fringe benefits. Renewal to
second and third year depends on funding.

University of Chicago to study roles of steroid hormone
receptors/transcriptional factors in animal development by gene-targeting
(knock-out) approach. Current projects include cloning, characterization
and gene-targeting of new transcriptional factors, and characterization of
vitamin D receptor knock-out mice (PNAS, 94, 9831, 1997). Individuals with

Institute at University of New Orleans to work in the area of thin film
fabrication and characterization. Candidates with a Ph.D. degree in
physics, materials science and related fields, who have experiences in
studying GMR magnetic thin film, multilayers, and spin-valves, CMR oxides,
and/or high/low Tc superconducting films using vacuum deposition techniques
are encouraged to apply. Relevant experiences include microstructure,
magnetic and transport characterization, such as using X-ray diffraction,
TEM, SEM, SQUID magnetometry, VSM, magneto-transport measurements. Ability
to carry out and understand model analysis and computer simulation is an
advantage. The position is for two-years and possibly for three years. For

The University of Texas at San Antonio's College of Business is seeking
applicants for a Visiting Assistant Professor in Marketing for the Fall 1999
and Spring 2000 semesters.
UTSA: UTSA is a comprehensive, metropolitan university located on the edge
of the Texas hill country, serving approximately 18,400 students. The City
of San Antonio is a dynamic city with an urban population of 1.5 million and
has a rich cultural heritage. The College of Business is AACSB accredited
with over 4,000 majors at the undergraduate and graduate levels.
Qualifications: A terminal marketing degree from an AACSB-accredited College
of Business is required. Preferred qualifications include teaching
experience, a record of scholarship, and industry experience in marketing.
Duties: Teach nine (9) contact hours in Fall 1999 and Spring 2000 in
Marketing Management at the graduate level, as well as Principles of
Marketing and/or another undergraduate Marketing area, at the UTSA Main
