Am I being paranoid or could this be the beginning of a survey for the golf course project?

Subject: A piloted helicopter that will fly over the Pepco right of way at a low altitude to survey the power line infrastructure

Good morning my friends,

Starting Monday, October 14, Pepco will be conducting an aerial survey of our overhead 69kv right of way in Prince George’s County and Montgomery County.

This work is done with a piloted helicopter that will fly over the Pepco right of way at a low altitude to survey the power line infrastructure, corridor terrain and adjacent vegetation to identify portions of the line for replacement.  Residents can expect to see a low flying Bell Jet Ranger helicopter, Grey and Black, with the FAA registration number N233SM on the tail. The helicopter will travel at a safe speed and distance to allow for a complete survey of the line while ensuring the safety of residents traveling in the area.

We anticipate concluding this work by October 21, 2013.

Unlikely, but possible.

This is a standard method for looking for maintenance issues along power lines. It is more efficient than driving or walking the power lines.

You might look at the location of a major PEPCO sub station that sits astride the right-away a little way inside the beltway. The proposed roadway would either need to head through the neighborhoods before the sub station or use eminent domain to go through the neighborhoods to get around the substation to exit the PEPCO right-away further south.

Pepco is planning a major transmission line overhaul.   I hope that is what the helicopter fly over is all about.
