I answered the same question recently, which first involved me finding out the answer! The reason those templates are missing is because they have a lot of English language in them, and it was decided to leave them out rather than have to translate them into a lot of other languages.
If you have had your own similar template in the past, where you took the time to edit the English phrases, you could open one of those files, delete everything that is project specific, and File/Save As Template to add that to your own templates.
I guess that an easy way for your users to get these templates would be for you to provide a download link, allowing then the users to translate them if they need to. But it is a shame they are no more available!
In my computer the templates installed by SketchUp are in C:\ProgramData\SketchUp\SketchUp 2015\LayOut\templates. When I save a LayOut file as a template it goes to C:\Users\\AppData\Roaming\SketchUp\SketchUp 2015\LayOut\Templates.

I am an avid pro user, but some of my friends who are hobbyists are just starting the web version of sketchup. They want to find a similar program to layout that they can make 2d drawings of projects and add dimensions, notes etc to. They are doing this just for hobby and starting out.
I love Sketchup and think it is an awesome tool, but I have to work at high levels of detail on large scale and layout in its current form will always struggle. If you use other CAD software you must know what I mean?

You can create drawing of SketchUp model in layout by having command on few features of the Layout tool. The best thing about this software is that layout of 2D drawing will update if you make any update in 3D model in SketchUp. So let me take you through this wonderful tool for tell you about this.
First, let us we choose a template on which we will create layout design of 3d model of SketchUp. For having a template go to File menu of menu bar and click on it then choose New option from scroll-down list of this menu.
Once you click on it a Template box will be open for choosing template design for layout. Here in this box, we have two types of layout design template first one is with Graph Paper and second one is with Plain Paper so according to your requirement you can choose any one from here. I will choose one of the plane paper templates.
Now before doing anything in this layout let us save this so that it will be losses in any case. For saving your layout go to File menu and click on Save option of scroll down list or you can press Ctrl + S button of keyboard.
And you can draw a rectangle for making border line of your layout. I am drawing it without any specific dimension. You should do it with proper dimensions and for that, you just have to enter dimension values in Measurements box which is at the button of the user interface.
You can also insert perspective camera view of your 3D model like this. You can change it into normal view in this layout software also and for that go to SketchUp Model panel which is at the right side of the working screen.

To edit the item, click the Wrench icon.
The layout template opens in Beaver Builder in a new tab. Note the URL changesto mydomain.com/fl-builder-template/.... to show you are editing a template.
Remember, the edited template does not update any existing templates, so ifyou want to update the page you're editing, you'll need to follow the normalprocedure to use the edited template to append to or replace the existinglayout.
