There is no government conservation body that is well funded so that that the staff can carry out their mandate properly. IAS proliferate and are knocking out our precious species or at least threatening them. KZN subtropical zone is covered in eucalypts, bug weed, Mexican daisy, Montenoa etc. etc. our reserves too are under this threat. Need I say more. J

Petronet submitted an application to National Department of Environmental Affairs in April this year for environmental authorisation for the closure and removal of the pipeline from Durban Harbour to Johannesburg. Only Petronet can explain why product was still being sent along that line but what we do know is that the spill caused by people illegally exposing and cutting into the pipe is in an areas with a high incident rate of infrastructure damage caused by scrap metal collectors. For example all of the street lights along the M7 have been cut down to access the copper wire and bridge railings have been stolen. eThekwini has spent a lot of money importing sand to rebuild the river bank and rehabilitate it where it had been washed away and the pipeline was exposed in order to reduce the risk of the pipeline being exposed or being targeted by scrap metal collectors.

In the context of how it is used ie. a lack of a caring attitude implies a lack of empathy with a victim(s) of state of suffering caused directly or indirectly by points 1 + 2. That lack of empathy is indicative of either long term desensitisation (for example as a result of long term exposure to violence) or as a result of sociopathic personality disorders.
The right to freedom of expression (sect 16 of the Bill od Rights) is not an absolute right and there are limitations. There is a distinct line between freedom of expression and slander / libel which can either be addressed as a charge of crimen injuria or as a civil matter and the moderator of any social media forum or chat group in South Africa is legally accountable for the comments of the group members if they do not take action to correct or edit those comments. It is not however slander or libel if the accusations are true and the accuser can substantiate those accusations.
Therefore, since the allegations reflected on the level of education, knowledge and psychological capacity of Local Government, National Government and SOE staff in general, the allegations must either be substantiated or retracted and apology given.
