IraiAnbu was born at Kattur village in Salem district on 16 June 1963. Born in a middle-class family, he wanted to live a well-intentioned life since his schooldays. His father's name is Venkatachalam and his Mother's name is Saroja. He has a brother named Thiruppugazh who is also an IAS Officer. He also has two sisters namely Paingili and Insuvai. The former is a College Professor whereas, the latter is a writer and English Professor.[4]

Irai Anbu has been a motivational speaker and hosted a show named Kalloori Kaalangal in DD Pothigai[6] in which he shared his experiences about his college life. He has written more than 150 books.[7]


CHENNAI: V Irai Anbu, a strict disciplinarian and an officer known for his integrity and a multi-faceted personality, is retiring as the chief secretary of the state on Friday. After his retirement, he is expected to devote the best of his time to writing and motivational speaking. Whether the DMK government will retain him in an honorary position suitable for his stature is yet to be known.


Born on September 16, 1963, in Salem district, Irai Anbu holds multiple degrees and doctorates in the fields of agriculture, literature, psychology, administration etc. Self-confidence, willpower and untiring work have been the guideposts of his life. When he took the civil services examination for the first time in the 1980s, he could get a comparatively lower rank. But he bettered his performance, analysed the areas where he could do more and on the second attempt, he got 15th place at the national level. His elder brother V Thiruppugazh was also an IAS officer who is known for his significant works in Gujarat.


Irai Anbu was at the helm of affairs when the Covid pandemic was at its peak. After becoming the chief secretary, Irai Anbu directed the School Education Department not to buy the books written by him for the government libraries until he continues in the present position and directed the government officials not to present his books during government functions.


He was instrumental in banning the practice of beating Thandora and directed collectors to take action against those who defy the ban. The Thandora practice was opposed by social activists for a long time. Irai Anbu also directed all district collectors to avoid any caste discrimination while representatives of local bodies hoisted the National Flag during the ensuing Independence Day celebrations.


Irai Anbu, a 1988 batch of IAS officer started his career as the deputy collector in Nagapattinam district in 1990. Since then, he has held many significant positions in various departments covering economics and statistics, pollution control board, environment, tourism, etc. He served as the special officer for the World Tamil Conference in Thanjavur in 1995. During his tenure as a collector of the Kancheepuram district, he organised moonlight schools for children who worked in silk looms. Besides, he took an active part in ending child labour.


Irai Anbu has conducted the Kalloori Kaalangal programme (College days) on the Podhigai channel which ran into many hundred episodes and attracted the youth. So, far he has authored more than 160 books on various genres. More than 50 students have done research on the books written by Irai Anbu and got doctorates.


In a statement here, the Chief Secretary said, "After my regular working hours and during holidays, I have written books based on my experience as well as the information I have known. Due to my present position as Chief Secretary of the state, I have directed the School Education Department (under which department public libraries come) not to buy my books under any pressure until I continue in thepresent position. I have made this request since it would create an impression that my books are being imposed due to my official position. The purpose of this request is to avoid misuse of my name or my official position in any manner."


Published in 2018, Moolaikkul Sutrula a 648-page book that details the functioning of the human brain was shortlisted for a prize awarded by Tamil development department for best Tamil books published in a calendar year.


The book was shortlisted for the prize (for 2018) in February 2021 by a committee of Tamil scholars constituted by the department, which has planned to hold the prize distribution ceremony very shortly. Meanwhile, in his April 28 dated letter to Tamil development department secretary Mahesan Kasirajan, the Chief Secretary has thanked the department for shortlisting his book and advised the organisers to avoid the prize for his literary work.


Iraianbu has authored many books, including Ezhavathu Arivu, Simmasana Secret, Padippathu Sugame and Unnai Arindhal. Significantly, this is not the first instance when Iraianbu has taken a moral high ground in public policymaking since assuming the office of the Chief Secretary.


In a notice issued on May 11, Anbu wrote, "I have written a letter to the School Education Department. I have instructed them not to purchase any of my books for any reason, even if there is any pressure, under any scheme whatsoever, as long as I am the Chief Secretary."


The Chief Secretary said that to people watching from the outside, it should not appear as if he is pushing his ideas because of the position he holds. "There is a government order issued in 2006 that encourages books to be given instead of bouquets at government events and functions. With this in mind, I would like to ask all government staff not to purchase my books at government expense and give it at government functions, in a bid to impress me," he wrote point-blank. But that's not it. There will be a penalty if they still go ahead in an attempt to impress him. "If such as act is done by any government official and the accounts have been proven as such, then the amount spent will be recovered from the concerned government staff. I would like to humbly request everyone to follow this request of mine," he concluded.


He also said that the books he has written are his thoughts and experience. "After working hours and on holidays, I had gathered my thoughts and used my experiences to write a few books. All the information and meaning in those books were collected by me like a child who believes every shell on the beach is as precious as a pearl," he wrote.


In every department, there is scope for innovation and in the Environment and Forest department there is plenty of scope too. I have just joined two months ago and am studying the functioning of the department. I want to start eco-friendly clubs in each and every village.


These clubs can work on tree plantation, sensitize the villagers on the importance of ecology, avoid use of polythene bags and plastic, and provide environmental education. We are looking at introducing guides at Vandalur zoo, and are conceptualizing on a lot of projects.


I am an easily approachable person and I am ready to spend any number of hours with them, if it is going to do something for the cause of the people. I have the experience of being associated with some NGOs in various places. We started moonlight schools in Kancheepuram. I keep track of the functioning of these schools which is meant for children above 14 years working in the looms. We are ready to liaise with NGOs and work in the coastal villages.


The focus which we had 1000 years ago is missing. We cannot construct another big Temple today, although there is so much of technology available. We have become money oriented. Easy money and quick money has become the way of life. This bothers me because anything else can be retrieved, but not the loss of character.


It is a kind of motivation that I have fixed for myself over a period of time. Initially when I joined the university I wanted to pursue a doctoral degree. Later, I understood that working in a university may not provide opportunities that will suit my taste. I am more a generalist and like to work with people, travel a lot, and understand the psyche of people. I am not a research oriented person and cannot work with machines. So, I decided to come out from the University.


Immediately after college, I joined the department as an Agricultural officer as I did not want to depend on my parents. I moved to a village called Rayakottai, which is around 30 kms away from Krishnagiri, where one should order for an English newspaper a week in advance. My journey for civil services started there. I cleared the Civil Service Exam in the first attempt. I joined IRS. In the second attempt, I got the 15th rank and first place in Tamil Nadu. Hence I entered into administrative service.


Academic pursuit helps a person to perform his job in a better manner. Your ability to communicate improves, and because of this you will be able to excel in your curriculum and impress people who come to talk on business lines with you. The gift of gab is always essential for an administrator, more so in the present times, where it is a conflict oriented society and various interest groups are continuously working for a common cause.


In those days, when I had appeared for the Civil Service Examination, there was not enough study material. Particularly in Tamil Nadu, not many people were available to give inputs, and even book shops were not available. That is why I wrote books to motivate students of Tamil Nadu to take up this examination and come out successfully.


Youth are in a better position today, and need not have to sweat out searching for information. They can just ferret out the information from the website. Planning, prioritization of time, preparation, and presentation are very important. There are four aspects for the selection in civil services: selection of optionals, collection of materials, preparation, and presentation. Now, for the first two, a lot of information is available and there are a lot of people to guide students and institutions are available to train them. For preparation and presentation aspects, they will have to work hard.


Tsunami has taught us that we should have more awareness on environment and we should live in harmony with nature. We should understand nature, appreciate nature, and we cannot fight against nature. Whatever development that we do should be holistic.
