can i use any usb tv tuner ?

hi, i want to know if i can use any (or non rtl2830 based) usb tv tuners to make a radio scanner using my laptop (on windows or Ubuntu, doesn´t matter i got dual boot).
i am from Uruguay and i am not able to get one here, but i can get some others tv tuners. may this be possible? is there some page where i can download drivers and test?

No ... only rtl stick can be used with sdr soft

Hi, Uruguay, flowing Brazil, adopted ISDB-T as terrestrial digital TV broadcast.
RTL2832U are capable to receive low resolution (320x240) part of
ISDB-T, called One Seg (1-seg ou One Segment).
Some model of USB ISDB-T dongle on market uses RTL2832U, but, only way
to check if use this chip is connecting to computer or opening the
dongle.
Best way is to buy from ebay or china sites, that identify dongle as
RTL2832U or proper for SDR.

From public specs (folder) Siano DTV chip are capable to tune FM and
DAB, I suspect that is done like RTL, on sofware side.
