Cannot register Windows 2008 Application Server. In Windows, the OVD agent starts and immediately stops.

I have been trying for some time to register Windows 2008 R2 SP1 as an Application Server using OVD 4.0.3.

I can see in Windows that the OVD agent starts and immediately stops. I turned on debugging, and C:\ProgramData\ulteo\ovd\log\slaveserver.log says:

  File "win32file.pyc", line 10, in __load
ImportError: DLL load failed: The specified procedure could not be found.

Here is the decompiled win32file.pyc:

I ended up switching to guacamole (https://guacamole.incubator.apache.org/)
