What steps will reproduce the problem?
1. 打开有道词典5.3.40.8020，无法启动Ulipad 4.1
2. 关闭有道词典，可以启动Ulipad
3.

What version of the product are you using? On what operating system?
Windows 7 64位旗舰版

在ubuntu下也会有这样的问题：
1、使用wine启动有道词典；
2、启动ulipad，无法启动；
3、关闭有道词典即可正常启动ulipad。

I remember that Limodou uses checking the specific network Port to avoid to
open two ulipad instances, but I'm not sure which *.py you should change
the Port to any other now, before I found out it and changed it, it works.
For the Ulipad.exe setup file, I can't find the file. Maybe Limodou can
help you.

多谢楼上的评论，在文档中FAQ里提及这个问题，修改config.ini，添加
[server]
port=50001
就可以正常使用了

Win7下用ulipad.4.1.py27.exe安装哪里找config.ini,是ulipad.ini?

这个缺省是不会创建的，手工在ulipad的目录下建一个就行了。
