ULFM 2.1 over Open MPI 4.0.1: Release Candidate 1

Dear ULFM users,

The ULFM team is proud to announce that we have produced a version of ULFM based over Open MPI v4.0.1 (the current latest Open MPI release).

This version benefits from the stability inherent to being based on a stable release of Open MPI, and at the same time integrates all of the latest progress from a snapshot of the current ULFM development branch.

This release branch is targeting stability. To stay at the cutting edge of ULFM development, you can keep following the `ulfm` development branch (based on Open MPI master) [https://bitbucket.org/icldistcomp/ulfm2/branch/ulfm].
