From Ofcom today - currently out for consultation:

To enable radio amateurs to undertake a wider range of activities we are proposing that in most frequency bands we would increase the maximum power that radio amateurs are allowed to use. We are also proposing to allow some low power airborne use and permit the operation of beacons, gateway and repeater equipment under the licence, without a specific licence variation being required

Sounds promising...

Many thanks for the news.  It sounds promising but probably too late for me - I'm about to apply for a Trials and Development licence for use of WSPR airborne.  I had one last year but it ran out after the first flight of a pico balloon due to delays in the production of the U4B.

The consultation closes 4th September - so anyone thinking of responding only has a few days left. 

The way I read it using Amateur Radio for HABs would be considered "Airborne operation" and "Unattended operation" or possibly "Remote operation" if there were an up-link to control the airborne equipment"

Some of the restrictions on unattended / remote operation would make it difficult to use for HAB

    Such as:

    The termination of transmission on demand.

     "The maximum permitted period of unattended operation is 30 minutes" (APRS)

    Not within 50km of certain locations.


The termination of transmission in particular requirement would make the use of off the shelf WSPR trackers impossible as they don't include any means of uplink commands.
