Theory of operation question

I have been reviewing the  KENBAK-1 Theory Of Operation .

I am having trouble understanding the operation of the 7495s on the top of page O2.

The 7495s are in shift mode as pin 6 is at gnd.   In this case why are some of the parallel pins connected to signals?  Is it something left over from a design change?

In general does anyone know how accurate the schematics are?

I am working on entering them in to logic simulator.

I think they are connected so that not leave them unconnected. They may be connected to +5 via resistor , ground or any other signal.
There are more  such examples like one of  (QC & 0) input of R on page o3.
Schematics is accurate, I converted it into vhdl and it runs test programs as expected.

A few weeks ago I was analyzing the KENBAK-1 schematics and I think that some signals appear connected to input pins just for routing convenience.
