Hello!

I use + much more than =. I'd love to swap them. Is it possible to swap them using Ukelele? It appears that it is not since they are the same physical key. I'm on OSX 10.6.7.

Yes, it's easy to swap them with Ukelele. You just change the output of the key with no modifiers to +, and the key with shift to =. Instructions for getting the new keyboard layout installed and ready for use are in the documentation.
