issues with keys in function row

I use a TKL layout keyboard with my home setup, and want to remap F13-F15 keys, but when i go to click and edit them in ukekele, they won't select. rest of the keys select and modify just fine, only having issues with the function row. 

Is it possible to remap the keys in the function row? or are those locked to defaults?

Apologies if this has been answered elsewhere but i was having a hard time finding an answer through search.

if it's helpful, i'm running ukelele 3.5.5 in monterey on an apple silicon system.

No need to search ;-)
From the PDF manual:

1.1.2. What Ukelele can’t do

Ukelele is not intended for remapping modifier keys. For example, it is not intended for swapping the command and option keys. Mac OS X 10.4 introduced some flexibility in rearranging the modifier keys. Otherwise, other software, such as Better Touch Tool (https://www.boastr.net/), Karabiner (formerly KeyRemap4MacBook) (https://pqrs.org/osx/karabiner/) or DoubleCommand (http://doublecommand.sourceforge.net/), can do this and more.

  • Mapping the F-keys (F1 through F19) does not work with a keyboard layout, so Ukelele prevents you doing this.
