Necessity of logout

After adding a new keyboard layout, it isn’t accessible for activation until one has logged out and back in. Is there a way of avoiding this step? Is there a way to make macOS read the layout folder on request?

Sometimes this works, sometimes it does not.
The rule of thumb is to log out and log in again, or restart the computer. A keylayout is a small piece of software script, and not exactly a trivial one.
