Firstly, don't try putting the keyboard layouts into
/System/Library/Keyboard Layouts, even into AppleKeyboardLayouts.bundle.
You should only try modifying files in /System with an extremely good
reason.

Now, trouble-shooting. Do you have other keyboard layouts in the
appropriate folder, and none of them appear? That would be strange. If
that's the case, you could try putting one of the keyboard layouts that
comes with Ukelele into either /Library/Keyboard Layouts or
~/Library/Keyboard Layouts, log out and log in, and see if it shows up.
If it does, then there is something wrong with the other keyboard layouts.

You can find out if the keyboard layout is illegal XML by using the
Console application (in /Applications/Utilities). In the search field at
top right, type in the four characters uchr. If some lines are shown,
they will be reporting an error in the XML file. If you can report that
error, it will be helpful.

Oh, one basic thing to check is to make sure that you are looking for
the right keyboard layout. Did you change the name of the keyboard
layout within Ukelele? I mean the name with Keyboard > Set Keyboard
Name..., not the file name. You might need to change the sorting in the
Input Sources tab of the Language & Text pane in System Preferences in
order to find it.

The file you save into /Keyboard Layouts/ needs to end with .keylayout , then it works :)
